1.0 Background

IntraHealth International seeks a qualified consultant to support in mobilization and engagement on advance practice nursing in Kenya, under the Global Health Workforce Programme (GWHP) funded by the Foreign, Commonwealth and Development Office (FCDO), Department of Health and Social Care through Tropical Health and Education Fund (THET). This 12-month (February 2024 – January 2025) aims to address a central challenge of sustainable advance practice nursing (APN) roles introduction in Kenya, through training and upskilling of nursing educators, helping to establish a high-quality training platform equipped to train leaders in advanced clinical leadership and practice. The project will be implemented by IntraHealth International, Nurses and Midwives Council of Ghana, Nursing Council of Kenya and Ideal Health Organisation in collaboration with the Ministry of Health (MOH) and the Council of Governors (COG), medical training institutions – Schools of Nursing (SoN) and other stakeholders. . The project goal is to assess readiness for advance practice nursing and develop implementation plan with clear recommendations for the establishment of specialist and advanced practice nursing roles in Kenya. Key activities include: 1) developing an APN readiness tool and undertaking a situational analysis including stakeholder consultation, mapping of APNs, nurse educators and training institutions; 2) production and dissemination of a report on state of preparedness for introducing APN roles in Kenya and project plan/strategy; 3) supporting bi-directional learning (Ghana & Kenya) for knowledge exchange about APN roles; and 4) development of capacity of nurse educators/faculty for APN specialist training. The anticipated project outcomes include: 1) improving health workforce leadership capacity aligned with health workforce strategies; 2) policy makers and practitioners engaged in learning about APN role implementation; and 3) improving the number and quality of training opportunities for APNs.

2.0 Responsibilities of the consultant

The consultant will be expected to work in close consultation with the GHWP Technical Manager, IntraHealth Country Director, and other consultants hired on this project to undertake the tasks detailed below. The Consultant will work on day-to-day basis with and report to the GHWP Technical Manager.

Detailed lists of tasks & deliverables

  • Provide relevant APN reference materials for use in the implementation of the project.
  • In collaboration with the Technical Manager, lead stakeholder engagement on APN including developing meeting agenda and other relevant content.
    • Contribute to the development of an APN readiness assessment tool.
    • Lead the assessment of APN readiness in Kenya including mapping report on APN nurses, educators and training institutions and HRH guidelines/ scheme of service/ career progression documents.
    • Prepare a report on the state of preparedness for introducing APN roles in Kenya and project plan/strategy.
    • Facilitate workshops and webinars for nurse educators and other faculty on APN and prepare workshop report.
    • Lead in planning for exchange visits for bi-directional learning between Ghana and Kenya
    • Facilitate and coordinate for participation of Kenya and Ghana delegation in an APN symposium and an APN training program/course.
    • Participate in internal monthly meetings on the project as well as quarterly review meetings (internal and external).
    • Contribute to the writing of the quarterly reports.
    • Support in the development of knowledge products – blogs, success stories and learning briefs on the project

4.0 Location of assignment:

Nairobi, Kenya

5.0 Travel

The assignment may require travel within Kenya, Ghana and other countries. The project will facilitate consultant travel arrangements per organizational policy.

6.0 Period of Performance and daily rate

The consultancy is estimated to be completed in 74 working days at a daily rate to be agreed upon.

7.0 Specific qualifications and requirements of Consultancy:

  • Advance degree (PhD preferred) in nursing and relevant clinical area.
  • Knowledge of advance nurse practice including requirements for nurse training, employment and policies to enable its operationalization in Kenya.
  • Over 15 years professional experience in the health sector as a health worker/ nurse manager and administrator especially in Kenya.
  • Prior work experience in policy formulation and implementation, accreditation of medical education and institutional strengthening.
  • Demonstrated experience in working with senior government officials at national and county level, development partners, private sector and other stakeholders in health system strengthening.
  • Ability to work with minimal supervision.
  • High level written and oral communications skills.
  • Must be result-oriented, a team player, exhibiting high levels of enthusiasm, tact, diplomacy, and integrity.
  • Demonstrate excellent interpersonal and networking skills.
  • Skills in facilitation of stakeholder engagements/workshops.

7th March 2024 – 31st January 2025
