Introduction

Door Beyond War (DBW) is a non-profit organization registered in Turkey since mid-2018. DBW specializes in economic empowerment and community development programs, serving the Syrian society and youth. DBW collaborates closely with Syrian community structures, known as Syrian Grassroots, to promote community development, economic empowerment, and social cohesion. The organization is dedicated to the effective organization and collection of resources through capacity building, self-sufficiency, and small project financing. DBW is committed to building strong relationships within the Syrian community, distributing roles, and enhancing the capacity of community organizations and structures to launch initiatives using local resources.

Scope of Work

DBW is seeking proposals from qualified service providers to review and enhance its current Monitoring and Evaluation (M&E) policies and procedures. The selected service provider will be responsible for the following:

Review and Development of M&E Policies and Procedures Manual:

  • Review the existing M&E policies and procedures manual.
  • Develop a comprehensive M&E manual that includes guidelines and standards for developing general and project-specific monitoring and evaluation plans.
  • Ensure that the manual is in line with best practices and industry standards in M&E.

Development of Indicator:

  • Develop a set of indicators at the organizational level and project level that are specific, measurable, achievable, relevant, and time-bound (SMART).
  • Ensure that these indicators align with DBW’s goals and objectives.

Indicator Analysis Guide:

  • Provide an explanatory guide on how to analyze the indicators effectively.
  • Ensure that the guide is accessible and user-friendly for DBW staff and stakeholders.

Additional Services:

  • The service provider may suggest additional services that could further enhance DBW’s M&E efforts. These could include data collection tools, training for staff, data analysis techniques, or other relevant services.

Proposal Requirements

The technical proposal should include:

Company Overview:

  • Provide a brief overview of the service provider’s organization, including its background, experience, and expertise in M&E policy development.

Methodology and Approach:

  • Describe the proposed methodology and approach for reviewing and enhancing M&E policies and developing indicators.
  • Highlight any innovative or participatory approaches that will be utilized.

Team Composition:

  • Provide details of the proposed team members who will be involved in the project, including their qualifications, relevant experience, and roles.
  • Demonstrate the team’s understanding of M&E in the context of community development and economic empowerment programs.

Examples of Previous Work:

  • Include examples of similar projects or initiatives successfully completed by the service provider.
  • Provide references or testimonials from previous clients, if available.

Budget:

  • Indicate the cost associated with delivering the required services, including any additional expenses or disbursements.

Evaluation Criteria

The proposals will be evaluated based on the following criteria:

  1. Experience and expertise in developing M&E policies and procedures. (20%)
  2. Service Provider’s Profile, reputation and history. (20%)
  3. Understanding DBW’s specific requirements and the context of community development and economic empowerment programs. (10%)
  4. Demonstrated knowledge of best practices in M&E. (10%)
  5. Methodology and approach for policy development and indicator creation. (10%)
  6. Proposed timeline to deliver the services. (10%)
  7. Extra services (10%)
  8. Cost-effectiveness and value for money (10%)
