Introduction
Secours Islamique France (SIF) has been implementing humanitarian operations in Somalia since 2014, with a field office in Kismayo. In partnership with SOLO, SIF has received funding from the CDCS project to implement an intervention project titled “Strengthening Livelihoods, Resilience, and Disaster Preparedness of Crises-Affected Communities in Jubaland, Somalia.” The project aims to promote peacebuilding and disaster risk reduction by strengthening community-based initiatives that enhance social cohesion and improve disaster preparedness and response capacities, while also fostering equitable access to resources.
2. Objective
Enhance disaster preparedness and response capabilities in Jubaland State, Somalia by developing a comprehensive contingency plan.
3. Scope of Work
3.1 Collaboration with Local Authorities:
- Collaborate with the Disaster Management Department of the Ministry of Humanitarian Affairs and Disaster Management (MOHADM) and local disaster response committees.
- Aim to harmonize existing contingency plans to meet the unique needs of Kismayo district.
- Support for Contingency Plan Development:
3.2 Community Workshops:
- Facilitate workshops to engage community members.
- Gather information on local hazards, vulnerabilities, and capacities using participatory methods.
- Analyse data and identify DRR strategies through discussions.
- Consultant’s Role:
- Draft the contingency plan based on workshop findings and best practices.
- Share drafts with stakeholders for review and incorporate feedback.
- Finalize the plan to ensure clarity, action ability, and community relevance.
3.3 Validation and Dissemination Workshops:
- Engage various stakeholders, such as local authorities, government bodies, private sector, community leaders, and universities.
- Focus on validating the plans and identifying effective risk mitigation strategies.
- Consultant Responsibilities:
- Collaborate with MOHADM and local committees to harmonize and develop community-focused DRR contingency plans.
- Support the organization in conducting community and validation workshops.
- Ensure comprehensive plans, including early warning systems and implementation strategies.
- Facilitate dissemination workshops with at least 60% key stakeholder participation.
- Identify at least one validated risk mitigation measure.
4. Deliverables:
- Four DRR contingency plans for four villages in Kismayo, harmonized into one main plan.
- Reports documenting workshop participation and outcomes.
- Validated risk mitigation measures.
- Comprehensive report summarizing activities and stakeholder engagement.

5. Duration:
Four weeks from the 1st August 2024.
6. Reporting:
- The consultant reports to SIF program, providing regular progress updates.
- Comprehensive Report summarizing the activities, stakeholder engagement, and validated contingency plans.
7. Qualifications:
- Experience in disaster risk reduction and community initiatives.
- Strong workshop facilitation and stakeholder engagement skills.
- Knowledge of early warning systems, resource mobilization, and disaster preparedness.
8. Intellectual Property Clause
All information pertaining to Secours Islamique France that the Consultant may come into come with in the performance of his/her duties under the assignment shall remain the property of Secours Islamique France and shall not be shared with third parties without prior consent from Secours Islamique France.
9. SIF Code of Conduct
SIF applies a zero-tolerance principle to fraud, bribery, attempted fraud or acceptance of a bribe, corruption, money laundering, funding of terrorism, moral harassment, sexual harassment or abuse or violence of any kind whatsoever. This principle applies to all SIF stakeholders including consultants. This consultancy is subject to respect and commitment to SIF code conduct, Anti-Fraud/Anti-Corruption Policy, and Conflict of Interest Policy. Consultants are required to declare any conflict of Interest prior to
start of the consultancy.
9. Child Safeguarding Policy Statement
SIF commits to respect the “Do no harm” humanitarian principle and ensure child safety is paramount in all its activities. SIF implements a Child Safeguarding Policy (CSP) at head office and for every mission. Therefore, we implement all necessary measures to ensure that only those who are suitable to work with vulnerable people, with children, engage with our organization. This consultancy is subject to respect and commitment to SIF Child Safeguarding Policy throughout the implementation period. We have zero tolerance for harmful practices and will take any allegation or report of child abuse very seriously.”
