BACKGROUND:

FSD Kenya, SASRA, and KMRC are collaborating to leverage research and data to develop the SACCO sector housing value chain, supporting affordable housing in Kenya. FSD Kenya’s program focuses on inclusive digital economy, gender empowerment, small enterprises, and environmental sustainability. SASRA aims to regulate and expand SACCOs, promoting financial literacy and ESG frameworks. KMRC provides long-term funds to mortgage lenders to increase affordable home loans. This partnership seeks to strengthen SACCOs’ role in housing financing

OBJECTIVE

The objective of this assignment is to undertake a detailed and comprehensive review and analysis of the land and housing value chains financed by SACCOs and identify the opportunities for enhancing the role of SACCOs in financing land and housing value chains and the constraints and gaps that need to be addressed.

SCOPE OF WORK:

  • Engage with 30 SACCOs to explain data requests and understand reporting gaps.
  • Obtain land and housing loan data from SACCOs.
  • Analyse SACCOs’ balance sheets, profitability, and portfolio risks.
  • Understand SACCOs’ loan application processes and product features.
  • Assess SACCOs’ use of technology and core banking systems.
  • Analyse regulatory issues affecting SACCO loans.
  • Conduct focus groups with borrowers to understand constraints.
  • Report findings and make recommendations to enhance KMRC’s offer to SACCOs.

OUTCOMES AND DELIVERABLES:

  • Inception report
  • Interviews with SACCO management and initial insights report
  • Focus group discussions and analysis
  • Final report with insights and recommendations
  • Dissemination of findings via webinar and publication

REQUIREMENTS:

  • Knowledge of financial and housing markets in developing economies
  • Experience with Kenya’s SACCO sector
  • Skills in incremental housing and mortgage markets
  • Research and survey experience with financial service providers
  • Understanding of Kenya’s credit market policy and regulatory landscape

EVALUATION CRITERIA:

  • Experience in research with financial sector players and SACCO operations
  • Quality of approach and methodology
  • Adequacy of staff schedule and work plan
  • Qualifications of proposed personnel
