1. Introduction

Serving as the longest humanitarian premium organization, the Philippine Red Cross (PRC) has been providing its auxiliary services to the state authorities in emergencies and crises since its establishment in 1947. Being an independent, voluntary, and autonomous non-government society under the Republic Act No. 10072 otherwise known as PRC Act, the PRC offers a variety of services including blood collection, disaster management (Preparedness, Disaster Risk Reduction, Anticipatory Action, Response, and Recovery), promoting International Humanitarian Law, health, safety, welfare services, etc. to its people.

An innovative mechanism considered to reverse the trends of an increasing number of disasters, by addressing the gaps between forecasts and relief actions, Forecast-based Financing (FbF) is a methodology that uses forecasts for extreme weather events, combined with risk and impact data to identify early action activities which can be implemented in advance of a predicted hazard. FbF enables Response Agencies/Actors to anticipate disasters, and prevent or mitigate their impact, with the aim of saving lives and protecting livelihoods. To trial this mechanism, the German government pioneered several FbF pilot projects in 2013 under the umbrella of their Action Plan of the German Federal Foreign Office (GFFO) for humanitarian adaptation to climate change, in particular with the German Red Cross in Bangladesh, Peru and Mozambique.

The Philippine Red Cross implemented the first phase of the FbF Project from August 2017 to July 2020, with the support of German Red Cross, Finnish Red Cross (FRC) and GFFO, and it was followed by a second phase, implemented from August 2020 to December 2022 with the support of GRC and GFFO, while FRC continued to provide technical support to the project, by having a presence of a staff.

The PRC, in collaboration with German Red Cross and with financial support from the German Federal Foreign Office has launched a follow up project called “Advancing DRR and Anticipation to the Most Vulnerable Communities in the Philippines” (AdDRRA) to enhance the efforts of DRR and AA in the Philippines in 2023. One of the key results of the project is to set-up, testing and activation of EAPs/Plans for Anticipatory Action (AA) to consolidate for a proper handing over to PRC. This result will buildon the achievements and considerable experiences gained from the previous projects and will focus on revising and developing the Early Action Protocols (EAPs) as well as institutionalizing the AA into the PRC and national government disaster management mechanism in cooperation and collaboration with the national mandated agencies and the Philippines National AA Technical Working Group.

The FRC is committed to continuously support the initiative by allocating funds for a set of additional activities, including development of a PRC training package on Anticipatory Action. This proposed consultancy is supported with FRC funds.

2. Purpose, Objective, and Expected Deliverables

Purpose:

As the Philippines is one of the well-established countries for operationalization AA, there are many existing arrangements for AA in the countries. The purpose of this consultancy is to streamline the existing technical standards, practices, key learnings, and resources into PRC context to capacitate and further deepen the understanding of AA of the PRC staff and volunteers as well as the Local Government Units (LGU).

Objective:

The primary target audiences of the training are the PRC’s staff & volunteers with an extension to the Local Government Units (LGUs) and development partners of the Philippines. The specific objectives of the consultancy are,

  1. To create a package of training toolkits (manuals, ppt files, tools, etc.) for AA Trainings of Trainers and Training for the PRC staff & volunteers and LGUs.
  2. To facilitate AA TOT training for PRC staff and volunteers to pilot the training toolkits for feedback and finalisation.
  3. To create a package for advocacy and orientation/briefing of AA for the LGUs, Provincial Disaster Risk Reduction and Management Office (PDRRMO), and community.
  4. To develop one pager of training overview and tools with shortcut link connected to the online platform of PRC.
  5. To prepare lay out design for the training toolkit.

Expected Deliverables

  1. Anticipatory Action Training of Trainer (ToT) Toolkit; including manuals for facilitators and participants and AA Training Toolkit.
  2. A batch of trained Trainers for AA using the newly developed training toolkit.
  3. Advocacy and Orientation/Briefing package of AA for LGUs, Provincial Disaster Risk Reduction and Management Office (PDRRMO), and community.
  4. One Pager of the Training Overview and Tools linked to the dedicated online platform of PRC.
  5. The training toolkit presented with proper layout design.

3.Timeline

The timeline for the development of the training toolkit is December 2023 – January 2024 for a maximum of 25 working days.

4. Payment Terms

The following shall be the payment terms for this work:

  • Twenty percent (20%) to be made upon submission of Inception report (The template will be shared by the PRC);
  • Thirty percent (30%) to be paid fifteen (15) days after testing of the training toolkit.
  • Fifty percent (50%) to be paid upon submission of final product of the training toolkit.

The consultant is solely responsible for the payment of taxes and other lawful fees that may be incurred from this transaction.

5. Quality and ethical standards

The consultant should take all reasonable steps to ensure that the services are designed and conducted to respect and protect the rights and welfare of participants and that it is legitimate, conducted in a transparent and impartial manner. Therefore, the consultancy should be implemented adhering to standards of PRC. The information revealed during the consultancy has to be safeguarded, respecting existing data security rules, to protect the rights of the individual. The consultant has no right to share or publish internal information coming up during the exercise.

6. Consultant profile

Education

Post-graduate degree in relevant area, preferably related to fields of humanitarian studies/DRM/

development studies.

Experience

i. Required

At least 3 years’ experience working on module development for humanitarian organizations.

At least 5 years’ experience on conducting and facilitating training for the humanitarian sectors.

At least 5 years’ experience on Disaster Risk Management and Anticipatory Action.

Relevant experience on publication layout and design.

ii. Preferred

Experience of working with the Red Cross Red Crescent Movement.

Language proficiency

Must be fluent in English. Filipino is added advantage.
