Plan International UK (PIUK) and Plan International Somalia (PIS) are currently looking for a consultant (preferably Somalia-based) to provide technical support to expand its resilience programmes portfolio through development of Theory of Change (ToC) as well as concept note/proposal for identified opportunity.

The major objectives of the consultancy will include (a) review and analyse existing proven best practices and contextual assessments to strengthen resilience of affected populations in Somaliland, Puntland and South/Central Somalia; (b) engage and consult relevant stakeholders in Somaliland, Puntland and South/Central Somalia (including but not limited with local NGO partners, community groups, FCDO, FAO, Building Resilient Communities in Somalia (BRiCS) consortium, USAID, EU, Ministry of Humanitarian Affairs & Disaster Management); (c) develop guidance on resilience programming including development of a ToC, concept note/ proposal documents (including log frame, MEAL plan, narrative proposal, budget and relevant analysis), consortium development in line with identified opportunities.

It is expected that the consultant will work with Plan International UK for up to 30 working days, across a roughly two-month period from September 2022. Specific days to be discussed and agreed upon according to the bid timeline.
