ZOA is looking for a Consortium Programme Manager

ZOA’s programme in Sudan

ZOA started working in Sudan in 2004 in response to the Darfur crisis. In 2010, programmes in the East of the country were also opened. Currently, ZOA has six offices and a portfolio that varies from humanitarian emergency to developmental projects. The main sectors are WASH (with a focus on Integrated Water Resources Management), Food Security and Livelihoods, Peacebuilding, Inclusiveness for people living with disability, Emergency Relief and Education. Adaptation to climate change, migration, gender and conflict sensitivity issues are mainstreamed. ZOA Sudan has been leading large scale consortia projects and is strongly embedded in the different programme areas. You will be part of an enthusiastic and skilled team.

Your challenge

The Consortium Programme Manager is responsible for the successful implementation of the ‘Strengthening Inclusive Partnerships for Smallholders in Rain-fed Areas’ programme (SIPRA), funded by the Embassy of The Kingdom of the Netherlands. Together with our partners you will work to make a positive difference in the livelihoods of smallholder producers. Engagement with the private sector is a key component of the programme. This large 4-year food security programme is implemented in South, East and Central Darfur and South Kordofan together with World Relief, SOS Sahel, Wageningen Center for Development & Innovation (WCDI) and Euroconsult Mott MacDonald.

Your main tasks and responsibilities

Leadership

• Maintain a focus on achieving results and meeting the agreed objectives, and pro-actively and independently solve problems;
• Encourage good initiatives and innovative ideas across the consortium partners.

Consortium Management and Coordination

• Ensure robust and strategic information is available to enable the steering committee to effectively monitor and review consortium management and implementation
• Play a key role in driving joint advocacy initiatives and setting strategic direction;
• Represent the consortium at national/regional level and foster collaboration and learning;
• Coordinate with ZOA and partner Program Managers to ensure consortium projects are delivered as per the plan and agreed quality standards;
• Maintain a close working relationship with all consortium partners;
• Maintain a close working relationship with all consortium partners to support coherence in approaches, raising and follow up on key issues, strategy development, and integration across partners and sectors.

Programme Quality

• Ensure key management staff are informed of programme progress and best practices to feed into advocacy and programme adaptation;
• Ensure that efficient systems are in place to support coordinated consortium management and implementation including grant management and project monitoring and evaluation;
• Work with the finance team to ensure effective financial processes and controls are in place.

Monitoring, Evaluation and Information Management

• Ensure that joint monitoring plans are designed, conducted and reports are produced periodically in collaboration with partners and MEAL team;
• Ensure the effective monitoring, evaluation and documentation of the program, and that any learning is built into the design of future programmatic work;
• Coordinate and or participate in the progress review meetings among partners;
• Ensure accountability mechanisms are established for the project with support from MEAL Manager.

Representation & Advocacy & Organizational Learning

• Play a key role in consortium representation in formal and informal relationships with partners, donor, government authorities and other stakeholders, as appropriate;
• Support the design of cross consortium advocacy initiatives and participate in advocacy activities.

Other

• Conduct regular visits to the programme areas for monitoring & capacity development;
• Ensure that beneficiaries and other vulnerable community members including stakeholders are involved and participate in all activities of the consortium programme.

Your profile

Identity

• The candidate is expected to fully support the vision, mission and Christian values of ZOA.

Knowledge & Experience

• Bachelor or Master in a relevant area, such as development studies, social science, and/or statistics. Masters preferred;
• Minimum of 10 years work experience, preferably with solid NGO experience and CHS;
• Experience in Food Security & Livelihoods programming and one or more of the following sectors: peacebuilding, Integrated Water Resource Management, private sector engagement, inclusion or emergency response;
• Minimum of 5 years in managing complex consortia;
• Substantial experience and knowledge of effective financial and budgetary control and of managing big grants;
• Experience in managing a team;
• Experience with key donors such as MOFA The Netherlands, EU, SIDA, GIZ and UNHCR is a benefit.

Skills & Attitude

• Advanced MS Office skills;
• Ability to work with programme staff of different background and skills in a productive and cordial manner;
• Ability to communicate lessons learned and findings in a constructive manner;
• Being able to work under pressure and meeting deadlines;
• Independent, self-starter; makes informed decisions without constant direction;
• High accuracy and attention to detail;
• Able to produce good quality reports.

Special conditions

• Up to 40% of time required to travel to ZOA programme locations in Sudan;
• This position is a non-family posting (couple is possible).
