CONTEXT :

Atlas Logistique is an operational unit of Handicap International – Humanity and Inclusion (HI) that specializes in the delivery of aid. Since 1991, we have been “helping those who help others”, intervening in acute and chronic crises to optimize humanitarian supply chains and open up humanitarian space to the most difficult-to-access populations.

The global development of Handicap International – Atlas Logistique (HI-AL) is one of the major axes of HI’s 2015-2025 strategy. At the end of 2018, a dedicated division and team was created for this purpose. We extended our Programming from 3 to 10 countries of intervention and doubled our operational volume from 4 to 10 million Euros. The deployment of Atlas Logistique has been accompanied by a restructuring of our operations around four pillars: shared transport and storage platforms, logistics analysis, logistics capacity building and civil engineering. They all contribute to positioning HI-AL as a key player in the humanitarian aid access.

OBJECTIVES:

Atlas Logistique is looking for a candidate with strong humanitarian leadership and planning capacity. The candidate will animate and coordinate a consortium project implemented with Bioport and the RLH Coop to foster the Ukrainian humanitarian response, at European, Ukraine and neighbouring countries levels. Since the full-scale Russian invasion on the 24th of February, the context in Ukraine is both unpredictable and unusual for humanitarian operators. Due to security and logistics challenges, aid remains complex and difficult to channel. Through the consortium, Bioport, the RLH Cooperative and HI/Atlas Logistique (HI/AL) bring together their expertise in humanitarian logistics. Our services will be offered to aid actors to organise, plan and respond in the most rapid and efficient way to the logistics needs of the aid operators throughout both ends of the supply chain: from France to Ukraine, in neighbouring countries (Moldova, Romania, Poland) and inside Ukraine: • Support and guide logistically French civil society organisations acting in favour of the Ukrainian population; • Provide the humanitarian community with a logistical analysis and information management system via the establishment of an online portal on international access to Ukraine and neighbouring countries; • Provide a contingency of logistical common services from France to Europe and inside Ukraine.

The project aims to be a flexible and agile stand-by capacity at the three levels of the crisis of which all or part of the services will be mobilised according to the evolution of the context, the needs of the humanitarian actors and the available resources. The joint expertise of the three actors in information management and shared logistics will enhance the humanitarian response by facilitating the security and rapidity of aid deliveries.

MAIN RESPONSIBILITIES: Under the direct management of Atlas Logistique’s (HI/AL) director, you, as the Consortium Coordination Officer, will animate and coordinate a consortium project implemented with Bioport and the RLH Coop to foster the Ukrainian humanitarian response, at European, Ukraine and neighboring countries. To do so, your main responsibilities are:

Coordination and leadership • Lead the global coordination of the Consortium and facilitate the interactions between all Consortium parties • Development of the consortium’s governance model and internal communications schemes • Prepare and co-animate the Consortium operational and strategic committees

Consortium project monitoring • Designing a project MEAL plan as per the proposal’s logical framework • Develop the project monitoring tools • Follow up of the activities, budget consumption, indicators in line with the project proposal and the global standards and procedures • Coordinate and follow-up of MEAL reporting with the operational teams • Internal evaluation and knowledge building of the consortium project: consolidation and writing a lessons learned report to be shared and communicated with the donor and partners • Internal evaluation and review of the Consortium governance and working mechanisms for lessons learned in the view of a replication of this mechanism in future emergencies

Reporting & compliance • Donor and internal reporting (interim and final reports, monthly situation report) • Follow-up on the donor’s deadlines (grants, reporting, audits) in link with the project • Ensuring donor compliance • Follow up and alert the Consortium lead agency in case of concern in terms of compliance issue • Guarantee the proper archiving of project information and due diligence documents Communications • Develop internal and external communication project strategy in close coordination the strategical committee • Supervise and/or produce operational communications

PROFILE :

With a Master degree in humanitarian project management, • You have 3 years of experience in an international NGO, in project management and ideally in consortium or programme coordination • You understand well the logistics sector, moreover in emergency responses • You have excellent communication and reporting skills • You are at ease in external and internal representation • You show solid skills working as part of a network

CONDITIONS OF THE POSITION: • Type of contract : 6 months contract, starting ASAP • Position based in Lyon • Additional benefits: luncheon vouchers and health insurance • Working hours: 39 hours a week with 22.5 days of RTT (work time reduction) to be taken each year • 5 weeks of annual leave
