Position Summary
Heartland alliance international (HAI) is looking for Community Outreach Volunteers (COVs) to serve as a link between IDPs, returnee families and communities. On the one hand and HAI on the other in Protection, Legal Assistance for returnees and IDPs in Tuz Khurmatu district in Salah Al-Din governorate, which is one of HAI’s projects implemented in partnership with UNHCR. The purpose of the project is to provide legal and protection services in the form of legal consultation, legal representation, situation monitoring, awareness raising and Complaint & Feedback Mechanism.
Essential Duties and Responsibilities
- Identification and support in organizing/ mapping committees or community entities.
- Support communication, consultation, and networking with the voluntary and community sector within reasonable expectations of volunteerism and not equal to staff commitments of HAI.
- Provide regularly updates related to protection of the community, identify gaps, and assess trends and developments.
- Community mobilization and awareness-raising activities among community members on issues related to education, health, Child Protection (CP), and SGBV/PSEA (especially women volunteers), including the promotion of host community involvement.
- Conduct, inform, and support community-based activities, especially activities aimed to increase peaceful coexistence, and social cohesion.
- Listen to people’s experiences and opinions on using local services. Inform team leader on what people think and how services can improve, based on what local people say they want and need.
- Identification of the most vulnerable people, and people we serve in need of urgent assistance, women/children at risk, and persons with specific needs and refer them to service providers
- Individual support to persons with specific needs who require regular follow-up at their homes (especially for those with limited mobility).
- Referral of cases to UNHCR, HAI, or appropriate national service providers.
- Regular reporting and meetings with the HAI team on community concerns /issues and organisational issues relating to COVs activities.
- Join HAI in monitoring visits to identify protection risks.
- Each COV need to make 15 regular House Holds visit per week.
- COVs to specify 3.5 hours working per day during HAI working hours.
- Information dissemination is one of their jobs.
- COVs should be committed to capacity building and meeting conduct by HAI and UNHCR.
- From a family, only one can be COV as wife and husband or brothers or sisters.
Qualifications, Skills and Experience
Education and experience:
• From the same family, only one person can be a Community Outreach Volunteer as a wife or husband, brother or sister.
• Appointed community outreach volunteers must not be members or hired by the government.
• Community Outreach Volunteers need to work within one organization only. There may be student and teacher volunteers.
• Must be a member of (the persons concerned) and of the same community.
• Good communication skills and good ability in presentation and speaking.
• Ability to lead and facilitate meetings and awareness sessions.
• Familiar with the reporting mechanism, tools and formats.
• They are well known among the returnee and IDP community / they have a good reputation.
• Good interpersonal skills.
Language skills:
Required level of English proficiency: Beginner
Required level of Arabic language: advanced
The local language/dialect required depends on the relevant community
Other Skills and Qualifications (Required):
• Providing services without financial or other returns / without any interest.
• Full compliance with the rules of conduct of the International Heartland Alliance.
• Follow a non-judgmental approach (do not pass judgment on others).
• Carry out volunteer assignments for specific hours per week.
• Maintain confidentiality of sensitive information.
• Communication and coordination with Heartland.
• To be a responsible person and accept comments and feedback.
• Staying within the confines of his/her voluntary role;

المسؤوليات والواجبات الأساسية
1. التحديد وتقديم الدعم في تنظيم ورسم اللجان أو الكيانات المجتمعية.
2. دعم التواصل والتشاور والربط الشبكي مع القطاع التطوعي والمجتمعي ضمن توقعات معقولة للعمل التطوعي والتي لا تساوي التزامات الموظفين العاملين في منظمة هارتلاند الاينس الدولية.
3. تقديم تحديثات بما يتعلق بمخاوف الحماية, تحديد الثغرات وتقييم الاتجاهات والتطورات.
4. (تعبئة المجتمع) و (أنشطة التوعية) بين أفراد المجتمع بشأن القضايا المتعلقة بالتعليم والصحة وحماية الطفل والعنف الجنسي والجنساني / الحماية من الاستغلال والانتهاك الجنسي (وخاصة النساء المتطوعات)، بما في ذلك تعزيز مشاركة المجتمع المضيف.
5. إجراء ودعم وتنظيم الأنشطة المجتمعية ، وخاصة الأنشطة التي تهدف إلى زيادة التعايش السلمي والتماسك الاجتماعي.
6. الاستماع إلى تجارب الناس وآرائهم حول الخدمات المحلية الموجودة. أبلاغ قائد الفريق بآراء الناس وكيفية تحسين الخدمات ، بناءً على ما يشارك بها السكان المحليون عن إحتياجاتهم وأولوياتهم.

8. تقديم الدعم الفردي للأشخاص ذوي الاحتياجات الخاصة الذين يحتاجون إلى متابعة منتظمة في بيوتهم (خاصة الأشخاص ذوي القدرة المحدودة على الحركة).
9. إحالة الحالات إلى منظمة هارتلاند ومقدمي الخدمات الوطنيين المناسبين الآخرين.
10. إعداد التقارير والاجتماعات المنتظمة مع فريق هارتلاند حول مخاوف المجتمع / القضايا والمشاكل التنظيمية المتعلقة بأنشطة متطوعي الأنشطة المجتمعية.
11. العمل مع موظفي المنظمة اثناء الزيارات الميدانية.
12. كل متطوع يحتاج الى زيارة 15 عائلة في الاسبوع الواحد.
13. المتطوع عليه ان يخصص 3 ساعات ونصف يوميا للعمل.
14. مشاركة ونشر المعلومات هي احدى مهام المتطوع.
15. يجب على متطوعي التوعية المجتمعية إبلاغ مديرهم المباشر في حال المشاركة في أي نوع من الأنشطة.
16. من العائلة الواحدة, المتطوع يمكن ان يكون الزوجة, الزوج, الاخ او الاخت.
المؤهلات ، المهارات والخبرات
التعليم والخبرة:
· من نفس الأسرة ، يمكن لشخص واحد فقط أن يكون “متطوع التوعية المجتمعية” كزوجة أو وزوج ، أخ أو أخت فقط.
· يجب ألا يكون متطوعو التوعية المجتمعية المعينين موظف يعمل لدى الحكومة.
· يحتاج متطوعو التوعية المجتمعية إلى العمل في ضمن منظمة واحدة فقط. من الممكن أن يكون هناك متطوعون من الطلاب والمدرسين.
· يجب أن يكون عضوًا في (الأشخاص المعنيين) ومن نفس المجتمع.
· مهارات التواصل الجيد والقدرة الجيدة في التقديم والتكلم.
· القدرة على قيادة وتسهيل الاجتماعات وجلسات التوعية.
· على دراية بآلية التقارير والأدوات والفورمات.
· معروف بين في مجتمع النازحين اوالعائدين / عندهم سمعة جيدة.
· مهارة جيدة في التعامل مع الآخرين.
المهارات اللغوية:
– المستوى المطلوب في إتقان اللغة الإنجليزية: مبتدئ
– المستوى المطلوب في اللغة العربية: متقدم
– تعتمد اللغة/ اللهجة المحلية المطلوبة على المجتمع ذي الصلة.
مهارات ومؤهلات أخرى (مطلوب):
· تقديم خدمات بدون عوائد مالية أو عوائد أخرى / بدون أي فوائد.
· الإلتزام التام بقواعد سلوك الخاص بمنظمة هارتلاند الاينس الدولية.
· إتباع نهج غير حكمي (لا يصدر الأحكام على الآخرين).
· القيام بمهام التطوعية لساعات محددة في الأسبوع.
· الحفاظ على سرية المعلومات الحساسة.
· التواصل والتنسيق مع هارتلاند.
· أن يكون شخصاً مسؤولاً ويقبل الملاحضات والتغذية المرتدة.
· البقاء ضمن حدود الدور التطوعي الخاص به/بها ؛
· نشجع النساء على التطوع, ويجب ان تكون فوق سن ال 18 سنة.
الكفاءات المطلوبة للوظيفة
متطلبات جسدية:
· القدرة على التنقل بحرية وسهولة بين المواقع والقيام بزيارات منزلية.
· في حالة الإعاقة أو عاهةٍ ما ، يجب أن يكون المتطوع قادرًا على أداء الواجبات المطلوبة من دون أي عوائق أمام تنقله/ها.
· الانضمام إلى فريق هارتلاند في زيارات المراقبة لتحديد مخاطر الحماية.
· يجب أن يلتزم المتطوعون بالإشتراك في دورات بناء القدرات والمشاركة بالاجتماعات التي تعقد من قبل هارتلاند.
حضور الاجتماعات ، والتدريبات ، ومبادرات بناء القدرات التي ستنظمها هارتلاند.
