Overview of position:

  • Under the overall supervision of the Reconstruction Manager & the direct supervision of the Head of Engineering Unit in Chuuk, Federated States of Micronesia, the successful candidate will be responsible for organizing, motivating, mobilizing communities & coordinate with other relevant stakeholders in support of all activities planned under the Typhoon Wutip Reconstruction Project, contributing to their timely implementation in accordance with our clients policies, standards & commitments.

Role objectives:

  • In coordination with the Head of Engineering Unit, coordinate with project partners to plan & coordinate implementation of all activities in accordance with the overall workplan.
  • Collaborate with Project manager (PM), Reconstruction Manager (RM), HEU, Field Engineers & Community Mobilization Assistants to design successful community mobilization strategies.
  • Support in the planning, M&E the implementation of community mobilization, activities, analyze problems that hamper the implementation & suggest to HEU appropriate measures to ensure their timely implementation.
  • Serve as a focal person for effective communication between community groups / leaders and the project management team, organizing community work groups, ensuring the active participation of local authorities, community based organizations in facilitating & supporting community activities relevant to project.
  • Establish working relationships with community leaders, govt. officials & other program stakeholders.
  • Participate in different communications, community engagement meetings to ensure sufficient information on project related needs & issues.
  • Coordinate joint monitoring visits to the project sites.
  • Ensure timely, quality submission of monthly reports by providing regular updates, other relevant information materials & statistics regarding community mobilization related activities in order to contribute to effectively to the regular program reports to the donor.
  • Ensure required documents or information from beneficiaries are submitted, safely organized & filed in accordance with our clients policies.
  • Strictly adhere to our clients policies, procedures including prevention of sexual exploitation & abuse and promotion of a respectful work environment.
  • Undertake work related travel at the request & approval of the COM.
  • Other duties as assigned & needed to support the program objectives.

Project reporting:

  • This role works under the overall supervision of the Reconstruction Manager & the direct supervision of the Head of Engineering Unit in Chuuk, Federated States of Micronesia.

Key competencies:

  • Master’s Degree in Political Science, Social Science, Business Administration, or a related field from an accredited academic institution or University Degree in the same fields with 2 years of relevant professional experience.
  • Experience in humanitarian activities & / or public works or community mobilization or a related area.
  • Experience in community development or civic engagement is an advantage.
  • Previous relevant experience in international organization or development organizations would be an advantage.
  • Experience in writing reports & documents is desirable.
  • Understanding of local community development, trends, cultural practices traditions in an island setting.
  • Skills in communication & people management.
  • Excellent planning, organizational skills with ability to prioritize multiple tasks & meet deadlines required.
  • Good interpersonal skills, diligence, open mindedness & dedication.
  • Strong swimming skills.
  • Fluency in English (oral & written.
  • Working knowledge of Chuukese or any other Micronesian languages will be an advantage.

Team management:

  • This role has no team management responsibility.
