The government of Cameroon and the United Nations Development Program (UNDP) have developed the cooperation framework that will guide interventions for the implementation of National Development Strategy (NDS 30) and the achievement of sustainable development goals. The Country Program Document (CPD) thus adopted covers the period 2022-2026 and represents the contribution of the UNDP to the political, socio-economic and environmental development of Cameroon. This five-year program aligned with NDS 30 and UNSDCF is developed around three strategic pillars, namely:
– Inclusive, transformative and sustainable growth
– Inclusive governance and peacebuilding
– Environmental sustainability, climate risks and disaster management
The implementation of the CPD 2022-2026 should strengthen the position of the UNDP as a strategic partner of the Government and other stakeholders. The aim is to develop and strengthen the partnership with key strategic actors in a proactive manner for greater visibility of UNDP and its interventions and increased resources mobilization. The success of this strategic positioning requires coherent and effective communication at the institutional level and at the level of the implementation of the various projects and programs. Based on the lessons learned from the past cycle, the 2022-2026 cooperation program aims to strengthen the visibility and mobilize more resources through more strategic and innovative communication that will help consolidate networks of partnerships built over the long term and expand them to new partners. Communication should also, through various tools, raise awareness on UNDP��������� interventions and achievements both at the upstream (institutional actors) and downstream (community) in the areas of structural transformation of the economy, governance, recovery, peacebuilding, climate change, with a focus on the Youth, women and vulnerable populations.
Under the guidance of the RR, the Communications Analyst in a large Country Office participates in the implementation of the corporate communications strategy, as well as in the design, management and implementation of the Country Office communications and publication strategies which are geared to influence the development agenda, promote public and media outreach and mobilize political and financial support for UNDP.
The Communications Analyst maintains a working relationship with the Regional Communications Adviser. The Communications Analyst works in close collaboration with the Business Development, Programme and Operations tetaff of other UN Agencies, UNDP Communications Group staff (Regional Communications Adviser and HQ) ensuring successful UNDP communication strategy implementation.Position Purpose
Support to the planning and design of internal and external strategies for communications and outreach Implementation of the CO publications strategy and plan Support to the maintenance of the UNDP web site, intranet, CO web-based knowledge management system Supports the business development Facilitation of knowledge building and management
Duties and Responsibilities:In this section list up to five primary functions/accountabilities of the position (Typically one sentence each) and examples of duties that must be performed to successfully accomplish key responsibilities.
Provides support to the planning and design of internal and external strategies for communications and outreach
Conduct of communications needs assessments for CO (projects, country programme and corporate change initiatives, etc) Design the annual communication plans based on the programs’ priorities. Analysis of requirements and synthesis of proposals for elaboration of the CO communications and outreach strategy based on corporate strategic priorities and the UNDP External Communications Action Plan. Development/production of communication and advocacy instruments and materials for marketing and awareness-raising campaigns, including briefing materials and media materials in coordination with the supervisor. Synthesis of proposals for project formulations to integrate advocacy and communication strategies into all aspects of UNDP���������s development programme.
Ensures the implementation of the CO publications strategy and plan
Effective implementation of the CO publications strategy and plan. Develop communication tools and materials to promote the visibility of UNDP and the programme, giving priority to the use of innovative information and communication technologies. Management of CO publication activities, such as drafting articles, content management, norms flishing, design, maintenance of regular contact with printers and other suppliers to ensure production and publications dissemination. Coordinate the publication of newsletters, press releases and briefing notes, etc. around activities of the UNDP cooperation program, – Provide support for the finalization (design and layout) of documents produced by the country office (project reports, brochures, policy documents, etc.)
Provides support to the maintenance of the UNDP web site, intranet, CO web-based knowledge management system
Management of the office web sites based on corporate requirements in cooperation with the ICT staff. Preparation of the content for the web sites and social media platforms to ensure consistency of the materials. Support organization of virtual event using tools and other social network appropriately
Supports the business development
Promotion and dissemination of corporate advocacy materials for launching flagship initiatives and publications such as the Human Development Report. Develop the partnership between the media and UNDP to ensure the proper treatment and dissemination of development, governance, conflict management and peacebuilding issues in the press. Promotion and maintenance of public information campaigns on issue including UNDP activities, Sustainable Development Goals and UN Reform. Contribute to the update of the country office resource mobilization strategy through the development of specific tools related to it Preparation and dissemination of newsletter to donors, donor reports, civic education and community awareness, where appropriate, to support projects.
Organize outreach events to sensitize the public on the UNDP mandate, and raise awareness on the key strategic pillars of UNDP��������� intervention in Cameroon (Inclusive growth, governance and peacebuilding, sustainable development and climate change)
Facilitation of knowledge building and management
Identification and synthesis of best practices and lessons learned directly linked to programme country goals anvities. In collaboration with the office’s Monitoring and Evaluation Specialist, contribute to the documentation of good practices and lessons learned in the implementation of programs and projects at the country office level. Contributions to knowledge networks and communities of practice including corporate communications repositories. Set up and maintain a digital media library comprising photos , video , web link for easy access to the UNDP Staff; Provision of trainings for UNDP staff on internal and external communications for development Professional growth through active learning.

Required Skills and Experience: Education
Master���������s Degree or equivalent in media relations, journalism, publishing, Mass Media, Communication & information studies or related field.
Experienowledge, and Skills
A minimum of one year���������s relevant experience is desirable at the national or international level in public relations, communications or advocacy is mandatory. Previous working experience in similar position or area of expertise is mandatory. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required. Experience in handling of web-based management systems such as ATLAS, UNall, is mandatory. UNDP experience in such functions is highly desirable Have proven experience in the development of high-level professional communications tools. Have a proven track record in innovating and promoting new communication approaches and techniques (social media, online communication, etc.). Have good experience in website administration. Have a capacity for analytical and strategic thinking. Skills in common software applications (Office) and communication (Adobe, QuarkXpress, etc.), including making graphics.
