The Director of CO-SAVED is part of the AEA Program Team to provide leadership role to CO-SAVED team members, Consortium members and partners in achieving outputs, outcomes, and impacts of the CO-SAVED.

The CO-SAVED will work and provide direct benefits to 1,745 Local Authorities, 1,354 Local Councils, 1,493 Private Sector Representatives, 2,209 Social Enterprise Actors, 1,018 Civil Society Organization members, 41,468 School Children, 4,199 Education Actors, and 36,910 SAVED Fisher Folks and 382,650 fishery dependent community members as the final beneficiaries.

S/he will provide regular support to CO-SAVED team members through frequent remote engagement and field visits, working with project staff to assess field conditions, support capacity strengthening, and facilitate the partnership building and take initiatives to support the achievement of the overall objective of the project.

The Consortium Director reports to the Program Director and is responsible for coordinating all program activities implementation to achieve outputs, outcomes, and impacts of the program.

Core Accountabilities

Leadership and Collaboration

  • Provides roles model in achieving a high standard in the country’s program policies and procedures, values and leadership;
  • Proactively contributes to the evolution and development of CO-SAVED;
  • Ensures that all that staff under supervision have clear performance goals, indicators and development plans which enable them to succeed;
  • Serves as a critical member of the CO-SAVED Board to ensure strategic leadership together with the respective team members;
  • Supports the effective management of the division’s resources (financial, technical and operational) in order to achieve the strategic objectives;
  • Effectively selects, retains and develops staff’s talents, experiences and skills to build a strong organization;
  • Proactively leads a team to ensure a high standard of employee engagement of the CO-SAVED team;
  • Supports the compliance with all legislations and the organization’s policies and procedures.
  • Works closely with CCOSC Phase II Consortium Director for mutual learning, support and ensuring achieving common overall and specific objectives.

Program Implementation

  • Takes a leadership in establishment and support the functionalities of CO-SAVED Implementation Team, agriculture and Fisheries Team, Education and WASH Team, Green Growth Team, Inclusive and Livelihood Team, Incubation and Capacity Team, Tourism and Hospitality Team.
  • Develops relationships and partnerships and negotiate with international and national partners as well as government and donors for existing and future program development opportunities within the country;
  • Assists individual CO-SAVED Consortium Partners and Associates to enhance and ensure that their capacity and effectiveness in implementing their allocated project activities and outcomes.
  • Assists the Team in preparing high-quality reports to meet with donors’ and investors’ requirements.

Development Effectiveness

  • Works with Monitoring Evaluation Accountability Learning and Innovation (MEALI) Team to support program quality and/or effectiveness systems (monitoring, evaluation, accountability, learning)
  • Provides effective support to put in place best practices and lessons learnt for CO-SAVED and other educational programs so they can be shared and/or replicated next phase and/or across the intervention countries;
  • Supports the documentation and communication of best practices that are coherent with the strategy, policy, systems & processes;
  • Represents CO-SAVED externally to ensure our experiences helps shape the development agenda and remain abreast of developments in donor and peer agency approaches to development effectiveness;
  • Undertakes advocacy as required for CO-SAVED overall and specific objectives.

Support Resources Mobilization

  • Supports the development and implementation of Resources Mobilization strategies, aligned with other relevant organization corporate strategies (including Fundraising, Programs, and Advocacy) to position CO-SAVED
  • Supports CO-SAVED Board and CO-Implementation Team in identifying and developing opportunities for emerging and innovative financing within the, and advise on appropriate strategies and approaches to seize them
  • Works closely with Program Director, Country Director and Head of Resources and Development to establish and improve sustained partnerships for fund, including with major bilateral donors, multi-lateral organizations, and foundations and newly emerging funding sources, as well as on changes in the donor context

  • Constructively contributes and collaborate with all colleagues to achieve CO-SAVED overall and specific objectives and AEA organizational goals.
  • Delivers high quality work that provides a conducive environment to our operating environment.
  • Complies with all legislations and the organization’s policies and procedures.

Qualification

  • Minimum Bachelor’s Degree in Education, or Business Management, or International Development, or related disciplines; Master’s Degree in a relevant field an added advantage.
  • Capacity to produce high-quality reports in English.
  • Education setting, and practice, theory of change, result-based management, project cycle management, measurement of quantitative and qualitative impacts;
  • Ability to develop and link program metrics to program outcomes and to articulate and promote strong monitoring and evaluation systems and procedures;
  • Broad knowledge with key donors including European Union, USAID, DFAT, AFD, etc.;

Experiences

  • At least 10 years professional experience in a program management and approach with demonstrated successes in managing teams, program implementation and management, new business development, and working through delegated functional managers;
  • Experience in promoting multi-stakeholders and multi-sectoral partnership, including engagement with private sector and ministerial government;
  • Experience human resources and team management;
  • Proven track record of achieving results and ability to cope up with multiple priorities and be able to take initiative;
  • Prior experiences in a fast-paced global and/or regional organization aiming for results and growth;
  • Experiences in developing program development and organizational strategies;
  • Experience in a team-setting of diverse backgrounds working towards a global development;
