JOB CONTEXT:

HI have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis). In 2017, these activities have extended to new facilities in and around Sana’a.

In parallel, HI implements inclusive humanitarian action, by increasingly piloting inclusive interventions and promoting disability inclusive coordination and programming through the coordination system and the inclusion task force, and technical support and capacity development to UN agencies, NGO’s and increasingly networks and focal points of persons with disabilities and awareness raising activity with communities.

HI activities are very consolidated in Sana’a governorate, Aden, which opened in 2019, and Mokha, which started implementing in 2020. Activities in Hajjah and have been launched in 2021, and Hodeida in 2022.

YOUR MISSION:

Under the management of the Country Director, you, as the Area Manager for the North, contribute within the area to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. You ensure optimal quality and impact of the projects implemented, through a delegation system with appropriate control mechanisms. You share with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

Your main Responsibilities are :

  • You are responsible for developing and implementing the projects part of the Programme operational strategy.
  • Under the guidance of your line management and other relevant departments, you deploy all adequate tools that will allow project monitoring, financial controlling and compliance with HI policies and frameworks (in particular HI Project Monitoring & Evaluation policy), and the respect of contractual obligations towards donors.
  • You contribute to monitor and analyse context developments in your geographical area, in order to identify operational risks and opportunities, and proposes actions.
  • You contribute to organizational transformation in line with Lean, Shared Services and ROOTS projects.
  • Depending on projects volume and area complexity: follow up security management, coordinate shared services and operations team on a daily basis to facilitate activities implementation.
  • You, under the supervision of the Country Director, are the main interlocutor for this area of Yemen, it requires dedicated skills of representation and negotiation.

YOUR PROFILE:

  • You have degree in a field related to the job (humanitarian, sciences Po, …)
  • You have at least 3 years of professional experience in Area/Field/project Management in challenging humanitarian contexts,
  • You have a confirmed experience in team management,
  • You are capable of representing HI’s legal and HR framework,
  • You are capable of leading change,
  • You are have an excellent communication and negociation skills, an analytical thinking and results oriented.
  • You speak English and Arabic is a plus.

CHARACTERISTICS OF THE POSITION:

The position is based in 50% in Sanaa and 50% in Hajjah

The expatriate is expected to travel to Hodeidah (And other HI bases more exceptionally). In the four locations, shared guesthouses well equipped with a safe room, most of the work is done at the office but there are some possibilities to go out for work purposes. Outside movements are possible for some extra-professional activities in Sanaa and Aden. All movements are done by car. HI has set up a curfew. The situation is relatively calm in Sana’a and Hajjah nowadays. However, the security is volatile in southern areas.

The mission has put in place adequate security rules and processes to allow teams to work in a safe environment. Despite the country’s situation, the risk for expatriates remains limited and no critical incident happened over the past period.

Local medical capacity remains a concern for the person with fragile health, ongoing treatment and that needs close medical follow up.

  • 12 months International contract starting from 1st of December, 2022
  • The international contract provides social cover adapted to your situation:
    • Unemployment insurance benefits for EU nationals
    • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
    • Medical coverage with 50% of employee contribution
    • Repatriation insurance paid by HI
  • Salary from 2870€ gross/month upon experience
  • Perdiem: 550 € net/month – paid in the field
  • Hardship: 500 € net/month paid with your salary
  • Paid leaves: 25 days per year;
  • R&R: according to the level of the mission Level 3: 5 days every 8 weeks
  • Position: unaccompanied
      • Mission of more than 12 months : a child allowance of 100€ per month, per child (from the second child) paid in the field
  • Housing: Collective taken in charge by HI
