Civil Peace Service (CPS) Advisor (m/f/d) for Conflict Transformation in the Context of Resource Conflicts in North Eastern Mindanao

Assignment period:09/01/2022 – 10/31/2024

Field of activity

The CPS Program Philippines contributes to transforming violent conflict and promoting peace in Mindanao. National and international peace advisors cooperate with Philippine partners at different levels such as community representatives, local organizations, civil society networks and state institutions. In the Caraga region in Mindanao, the project works in the context of resource-based conflicts that center around access, control and use of land and intersect with powerful political dynasties, corruption and weak governance structures. The asymmetric land conflicts moreover interact with the historical, ideological and military conflict between the government and the armed communist groups, who put the local communities in the crossfire. The CPS will be based in Surigao City, where she/he supports local government institutions and accompanies and supports the creation of functional peoples’ organizations that can address ongoing conflict dynamics in a non-violent manner.

Your tasks

  • Advise and support indigenous peoples to transform resource conflicts and to promote more inclusive decision-making processes in cooperation with relevant stakeholders (e.g. government agencies and private sector)
  • Support local peace initiatives and dialogue platforms to create non-violent mechanisms to address armed conflicts
  • Strengthen close cooperation and coordination with the National Commission on Indigenous Peoples in Surigao del Norte to enhance collaboration and create more conflict-sensitive interventions
  • Strategic planning and assessment of future areas of intervention, as well as identification of new partners, especially in view of the upcoming new project cycle 2024-20275.
  • Organization and implementation of activities, such as workshops, trainings and participatory monitoring and evaluation (PM&E)-measures
  • Development of project proposals & management of project funds
  • Writing of reports and publications
  • Contribute to the overall GIZ-CPS Philippines program, i.e. in developing knowledge materials, organizing team activities, taking on responsibilities as focal person (i.e. digitalization, gender, communication, knowledge management, etc.)

Your profile

  • Master’s degree in anthropology, sociology, political sciences, conflict transformation and peacebuilding or related subjects
  • Practical knowledge and skills in concepts and instruments of non-violent conflict transformation and peacebuilding
  • Relevant knowledge and work experience in non-violent conflict transformation, peacebuilding and/or human rights advocacy especially on indigenous peoples’ rights
  • Skills in participatory project management with gender perspective: project design, proposal development, project implementation, PM&E, “Do no Harm”;
  • Skills in workshop design and moderation techniques
  • Very good communication skills
  • Distinct capacities in self-organization and working independently
  • Commitment to core values of GIZ CPS, such as mutual respect, non-violent communication, process-orientation and approaches
  • Fluency in English and willingness to learn the local language
