Overview of Position

Our client in Somalia is engaged in providing contract management & construction supervision support to various infrastructure projects implemented by the Project Implementation Unit (PIU) of the government partners. The projects include roads rehabilitation, construction of health facilities, urban drains rehabilitation & various urban & community infrastructure works. They are responsible for ensuring that these works are implemented in accordance with the technical design, specifications & engineering standards as specified in the contract documents & also in compliance with environmental & social safeguards standards. Our client has a project team which includes Engineers, Surveyors, Laboratory Technicians, Environmental & Social Safeguard Specialists, Construction Supervisors & the support staff. Their technical team works alongside with the Government partners & contributes to the strengthening of the Government partners capacity by sharing knowledge & engaging in ‘on the job’ training opportunities.

In order to support the upcoming new construction activities at various district locations of Somalia, our client is recruiting Civil Engineer(s) for the project team.

Role Objectives

The Civil Engineer(s) based at the construction sites & working under the supervision of the Resident Engineer will provide construction supervision support to the PIU to ensure the works are implemented in accordance with technical specifications & contract provisions. The specific roles & responsibilities include:

  • Familiarise with the contract documents, design drawings, specifications, bill of quantities, construction supervision plan etc. in order to support the construction activities supervision.
  • Liaise with the PIU team & the contractor(s) & carry out the construction supervision activities on quality, progress & environmental & social safeguard standards.
  • Prepare construction supervision reports on a weekly basis (or more frequent basis if required due to specific circumstances) & submit to the Resident Engineer seeking advice on critical issues.
  • Monitor contractor(s) progress against the plan & in case of delivery delays, identify causes for the lack of progress & inform the Resident Engineer for appropriate advises.
  • Participate & assist in the quality control activities such as ensuring contractors adherence to the design specifications, curing of concrete works & material quality testing etc.
  • Carry out measurements of the completed work & prepare quantities to assist PIU in the certification of the contractor submitted bills for payments.
  • Supervise to ensure that Health, Safety, Security & Environment (HSSE) requirements & procedures are strictly followed during all construction activities.
  • Participate in meetings with the PIU, contractor & the project stakeholders & provide our client the necessary supervision input.
  • Support the PIU team technical capacity building by sharing knowledge & facilitating ‘on the job’ training opportunities.

Project Reporting

  • This role reports to the Resident Engineer.

Key Competencies

  • Bachelor’s Degree in Civil Engineering (or similar discipline) is required.
  • A minimum of 4 years of experience in civil engineering projects including construction supervision experience is required.
  • Familiarity with Microsoft Office tools & Google suite products is required.
  • Excellent command of Somali & English language (oral & written) is required.
  • Ability to plan, organise, manage & implement work assignments, juggle competing demands & work under pressure of frequent & tight deadlines.
  • Demonstrated ability to apply good judgement & decision making skills.
  • Strong interpersonal skills & ability to establish & maintain effective partnerships & working relations with people in a multicultural, multiethnic environment with sensitivity & respect for diversity.
