TITLE: CINTALAM Project Officer

(Creating an INclusive and TrAnsformative youth-Led climate Action Movement)

TEAM/PROGRAMME: Thailand Programme

LOCATION: Pattani Field Office

CONTRACT LENGTH: Fixed term contract for 3 years

ROLE PURPOSE:

Save the Children will be implementing Creating an INclusive and TrAnsformative youth-Led climate Action Movement (CINTALAM). The overall objective of a three-year project in the Southern most is to enhance resilience, adaption, and mitigation capacity in the three southern border provinces of Thailand to address climate change and environmental degradation. The project will deliver on two of the priorities: 1) enhancing CSOs’ participation in tackling climate change, fighting against climate change scepticism, and raising awareness of the impacts of climate change and global warming for the environment and people’s lives, and 2) enhancing the voice of women and girls and/or youth to better engage in social, economic, and environmental policy-making and implementation.

CINTALAM Project Officer will be responsible for supporting the project implementation, partner engagement, monitoring and evaluation in the field. CINTALAM Project Officer will coordinate all project activities at the field level in coordination with project partners, Financial support to third parties (FSTP); CSOs, CBOs, youth groups, and local authorities in the region, while leveraging the organizational capacity development and thematic/technical expertise of SC and Geen South Foundation (GSF) to provide local climate groups with the tools, knowledge, and financial support to lead effective and sustainable action within their communities.

CINTALAM Project Officer will work closely with MEAL team for data collection and consolidating data for learning and reporting purposes, and for administrative and finance support to the project coordinator and partners.

SCOPE OF ROLE:

Indirect: N/A

Budget Responsibilities: Supports budget planning and monitoring

Role Dimensions: The post holder will work with internal and external stakeholder; GSF, Implementing partners (FSTP), CSOs, CBOs and Youth groups. It also works with multi-sectoral representatives from regional (Generation Hope), national, provincial level such as National and Local government representatives.

KEY AREAS OF ACCOUNTABILITY:

Program Implementation:

  • With support from CINTALAM Project Coordinator, develop, implement and monitor quarterly, monthly and weekly activity plans to achieve expected results. This includes planning of activities, budgets and procurement.
  • Ensure that all planned activities are implemented on time, to quality measures and within budget as per the monthly plan. Where challenges arise, ensure that these are flagged early, communicated to CINTALAM Project Coordinator and addressed in a timely manner way.
  • Assist in developing and revising the CINTALAM project management tools (PMM/PRIME) submit on timely basic.
  • Lead the preparation of all procurement and administrative documents required for program implementation.
  • Support the coordination and implementation of MEAL and learning component of the project as required
  • Liaise with local stakeholders (Youth group/network, government, CSOs etc.) to ensure the smooth implementation of the project.
  • Work with partners, CBOs, CSOs, Youth groups/network, communities and disseminate information about project issues and available services.
  • Work with implementing partners (FSTPs) for effective implementation of the other aspects of the project.
  • Support planning and logistics of capacity building training workshops for the project
  • Keep proper records of field expenditures when appropriate and report on these to CINTALAM Project Coordinator
  • Ensure that the project is implemented in ways that are responsive to communities and children, in line with SC’s principles, values and strategic plan and compliant with SC’s procedures.
  • Support CINTALAM Project Coordinator with annual planning and review processes.

Planning, Reporting, Monitoring and Learning:

  • Ensure that all project data is properly and regularly collected, check data and ensure that it is logically presented to CINTALAM Project Coordinator
  • Collect and compile project databased on the standard formats and submit regular reports capturing learning and project indicator to CINTALAM Project Coordinator.
  • Contribute to the preparation and provide input for CINTALAM Project Coordinator of internal and external reports.
  • Participate in team reviews of results and program progress and/or project evaluation when and as requested.
  • Provide input for CINTALAM Project Coordinator on budget forecasting and planning.
  • Maintain a focus on achieving results and meeting the agreed objectives, and pro-actively solve problems support from line management.

Collaboration and Representation:

  • Represent Save the Children in a professional manner.
  • Liaise with other stakeholders, including schools, local leaders, and partners, and participate in relevant meetings.
  • Collaborate with other team members across departments and projects to ensure synergies and consistency in our programming approaches.
  • Represent programming with local government, NGOs, communities and within SC as appropriate.

Partnership Management Support

  • Provide support to partners to collate good practices and evidence for showcasing at national and regional level.
  • Support CINTALAM Project Coordinator in make sure that the projects’ partners are followed through with SCT standard in logistics, management and finance.
  • Assist in provide capacity building and guidance on project and budget management and activity implementation to sub-grantees
  • Support in monitor partners’ performance in accordance with the agreement and as required per Save the Children policies and donor’s compliance.

QUALIFICATIONS

  • Thai nationality
  • University graduated in one of these fields; Environment, Economics, Social Sciences and Climate Change.

EXPERIENCE AND SKILLS

Essentials:

  • Minimum of 3-5 years professional experience with related to or Climate Chage Actions.
  • Experience implementing high quality training activities with CSOs, CBOs, Youth Groups, preferably related to organizational development.
  • Demonstrated commitment to sustainable development approach.
  • Strong understanding of the Deep south contextual situation related to Climate Change solutions.
  • Experience in integrating Gender into project/program
  • Ability to travel to the remote locations and work long hours at times.
  • Fluency in Patani-Malay and Thai language required
  • Strong interpersonal skills the ability to work collaboratively with others
  • Strong monitoring and reporting skills
  • Good computer skills (MS Office, including Outlook for email)
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches

Desirable:

  • English language skills
  • Experience in youth led initiative, Child participation & Child Right principles.
  • Background in Emergency programming/communities-based approach is an asset.
  • Experience working in an international development organization is an asset.
  • Flexibility to adapt and Ability to relate well to a diverse range of cultures, and to work effectively as part of local, national and international team.
