Overview & Responsibilities

The IDLO Ukraine Country Office, situated within the IDLO Department of Programmes, maintains the central management and coordinating function for the delivery of the IDLO portion of the Consortium Programme entitled “Restoring Dignity and Justice in Ukraine: a whole-of-government approach to advancing accountability for international crimes,” with financing support from the Netherlands Ministry of Foreign Affairs. The programme is part of a larger presence by IDLO in Ukraine in support of justice sector reform and capacity strengthening for national counterparts.

Under the direct supervision of the Field Programme Manager, the Children’s Rights Programme Coordinator supports implementation of a programme component focused on strengthening national capacities to address violations of children’s rights in the context of the ongoing armed conflict in Ukraine. The Children’s Rights Programme Coordinator is responsible for the provision of thematic expertise, as well as programme cycle support including the successful implementation, financial and quality compliance under the Children’s Rights programme component. The Children’s Rights Programme Coordinator interacts regularly with internal as well as external functions.

Duties & Responsibilities

  1. Support day to day programme implementation, work planning, budget management, monitoring, and reporting, and ensure that all project phases are consistent with the project design and delivery schedule and in accordance with IDLO processes and procedures.
  • Support implementation of the children’s rights programmatic component by means of standardized programme cycle management tools, theory of change, logic model and framework, work plan, and others.
  • Manage the coordination of workflow and information between relevant stakeholders and partners and the IDLO Ukraine Country Office.
  • Ensure proper and efficient coordination between IDLO, on the one hand and the OPG’s Victims and Witnesses Coordination Center and the Juvenile Department, on the other hand, in the fields relevant to the children’s rights.
  • Analyze relevant rules, guidelines, and practices to align them with Ukrainian legislation and ensure compatibility of the mechanism of children victims and witnesses support with the relevant EU standards.
  • Monitor the work of the OPG’s Juvenile Department and the Victims and Witnesses Coordination Center, evaluate progress made by this office with regards to establishing the mechanism of support for victims and witnesses of alleged sexual crimes.
  • Participate in thematic donor and implementer coordination meetings and workshops, produce meeting minutes, and follow up with individual participants on issues relevant to the programme implementation.
  • Develop and manage close working relationships with CSOs working in the field of children’s rights at both national, regional, and international levels.
  • Closely coordinate with and provide necessary day to day assistance to the international expert in the field of conflict-related sexual violence (CRSV) and children’s rights, including but not limited to developing, organizing, delivering, and assessing tailored training programs for prosecutors and other beneficiaries.
  • Draft, collate, and provide quality and timely input for the finalization of internal and external reports, in collaboration with Ukraine Country Office colleagues; coordinate the approval and submission of programme reports; ensuring these highlight the value and impact the programme/activity brings.
  • Collaborate and communicate regularly with the Ukraine CO Finance Unit to build accurate financial forecasts, including reviewing financial reports and identifying in advance areas of over- or under-spending, and flagging any urgent budgetary issues to the supervisor/budget holder;
  • In conjunction with Ukraine CO HR Officer support in the timely identification and screening of programme consultants/contractors and processing of contracts;
  1. Monitor Programme activities to ensure compliance with contracts and procedures and that programme cycle quality controls are in place.
  • Ensure internal procedures and guidelines are observed, recommending corrective action and consulting to the appropriate department any potential compliance issues Monitor compliance with programme contracts and subcontracts;
  • Under the leadership of the Evaluation Unit, support the evaluation of relevant activities under the children’s rights programmatic component;
  • Ensure programme deliverables meet quality standards and proactively seek input from relevant substantive internal experts;
  • Conduct research on legal, political, social, and economic events, trends, and/or developments relating to the programme; respond to internal and external requests for such research.
  • Perform other relevant tasks as assigned by the Field Programme Manager and the IDLO Country Manager.

Job Requirements

Education and Work Experience

  • Advanced university degree in international development, law, public administration, business administration, public policy or other relevant social sciences.
  • Minimum of 3-5 years of relevant professional experience, ideally within an international organization, is required.
  • Thematic expertise in children’s rights and child protection is required.
  • Professional experience in capacity development and Rule of Law Programming, with a specialized focus on children’s rights would be an asset.

Languages

  • Excellent oral and writing skills in English and Ukrainian.

Skills & Abilities

  • Familiarity with standard programme and data management methodologies, tools, and processes as well as results-based management and monitoring and evaluation principles.
  • Familiarity with the programme implementation environment, especially the stakeholders’ roles and existing challenges
  • Good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT software and internet software.
  • Ability to work well with others and actively participate; shares information, contributes, encourages, and motivates others to become involved in team activities; provide constructive feedback and willingly help others. Contributes to a fair environment that fosters collaboration and cooperation; work effectively across and within IDLO organizational boundaries.
  • Proven ability to see through tasks set and deliver results as well as organizing events such as training programs.
  • Ability to work under pressure with tight deadlines, flexibility, and an entrepreneurial spirit.
  • Keen sense of ethics, integrity, and commitment to IDLO’s mandate.

Terms & Conditions

For this locally recruited contract, IDLO shall offer the selected candidate a Special Services Contract through 31 December 2024, with the possibility of extension subject to performance and availability of funding.

IDLO shall also offer a monthly stipend of USD 2,844.00, medical insurance, and leave entitlements.

This vacancy is open to local nationals or permanent residents of the duty station.
