Terre des hommes Foundation – Helping children worldwide (Tdh) is the leading Swiss foundation for children’s aid, with its headquarters in Lausanne and registered in Iraq. Tdh aims to create a positive impact on children’s lives in almost 40 countries around the world, through our Health, Access to Justice, Migration and Child Protection transversal programs.

Context:

Tdh has been working for children in Iraq since December 2014, responding to needs of children and youth affected by the ISIL-driven crisis of 2014-2017. Due to high unmet needs for children, youth and their families affected by the crisis, Tdh scaled up its interventions to 12 districts within five governorates (Anbar, Kirkuk, Ninewa, Baghdad and Salah al-Din). Through its Country Strategy 2022- 24, Tdh will reinforce and expand interventions through a NEXUS approach, providing assistance in child protection, education, access to justice and WASH to the most vulnerable and at-risk children, youth and families.

General Responsibilities:

The Child Protection (CP) Specialist, hereinafter referred to as “the Technical Specialist” will report to the CP Coordinator, hereinafter referred to as “the Technical Coordinator.” The Technical Specialist, in collaboration with the Technical Coordinator, will lead in 1. Technical oversight of the CP sector/programming, in alignment with Iraqi and International technical standards and donor requirements, 2. Program design and quality, including monitoring and evaluation of technical needs and responses, 3. Capacity strengthening of project personnel and partners, and 4. Advocacy and representation at the sub-national and national levels. S/he will work in closely with Project/Program Managers and other Technical Coordinators in Child Protection, Education, Access to Justice and WASH, in addition to Field Coordinators and Support Departments.

Main Responsibilities:

  1. Technical Oversight

    • Support development and implementation of Tdh’s Global and Iraq Technical Strategy and Technical Strategic Plan(s) with the Technical Coordinator and Regional/HQ Technical Staff
    • Support development and contextualization of technical tools and trainings materials
    • Supervise relevant technical elements of projects/program in the field with the Technical Coordinator and in coordination with Project Managers
    • Ensure alignment of projects/program with technical cluster/sub-cluster and national/sub- national guidelines in technical sector
    • Integrate use of case management quality assessment framework across projects
  2. Program Design & Program Quality

    • Support new project/program design and development, in alignment with Iraqi and International technical standards and donor requirements, with the Technical Coordinator,

Regional/HQ Technical Staff, Grants Officer and Head of Programs

    • Develop and apply technical program quality standards across all projects/program, including alignment of internal and external technical tools and/or development of tools with the Technical Coordinator and Regional/HQ Technical Staff – Lead technical needs assessments, project evaluations, and learning events/practices with guidance from the Monitoring, Evaluation, Accountability and Learning team – Conduct monthly field visits to project sites to train staff, monitor progress and assure quality – Facilitate project management cycle, including timely and quality report development and donor compliance, in close collaboration with Project Managers and Grants Officer – Ensure integration of cross-cutting issues (gender, protection, Disaster Risk Reduction and conflict sensitivity) across projects/program
  1. Capacity Strengthening

    • Lead assessment of technical and operational capacity strengthening and staff development needs, and rollout of training plan, in collaboration with the Technical and Field Coordinator(s)
    • Support partners assessment of technical capacity strengthening needs, and rollout of training plan, in collaboration with the Technical and Field Coordinator(s) and Partnerships Officer
    • Provide coaching to technical project teams, including partners
    • Support coordination of nationwide rollout of technical trainings (e.g., CPIMS+), in coordination with the Technical Coordinator and technical clusters/sub-clusters
  2. Advocacy & Representation

    • Liaise with and cultivate strong relationships with relevant Government line agencies, (e.g., Iraqi Ministry of Labor and Social Affairs, Ministry of Education, Ministry of Justice, and Ministry of Youth and Sports), UN Agencies and NGOs working in the technical sector

    • Support representation of Tdh at technical clusters/sub-clusters, working groups and other coordination mechanisms at the sub-national and national levels with the Technical Coordinator and Head of Programs, as needed

    • Steer advocacy efforts in the technical sector

    • Support resource mobilization efforts, including intelligence gathering, donor cultivation, donor relations and capture planning in the technical sector

    • Identify and assess relevant national CSOs and NGOs for partnership development for programming in the technical sector

    • Profile:

      Experience:

    • Advanced University Degree or equivalent in Child Wellbeing or Protection, Social Services,

    • Humanitarian/Development, Management or other relevant discipline required

    • Minimum 5 years of relevant professional experience in the child protection technical sector in Iraq required

    • Minimum 3 years of experience working in an international NGO, with at least 2 of these in a management capacity required

    • Track record of humanitarian and development experience in the technical sector in Iraq

    • Demonstrated experience in program design, management and quality, resource mobilization advocacy, representation, and monitoring, evaluation, accountability and learning

    • Experience strengthening capacity of personnel in the technical sector

    • Competencies/Qualities/Skills:

    • Mastery of Personal, Social and Leadership Competencies (PSLC), Technical and Methodological Competencies (TMC) and Management and Strategic Competencies (MSC)

    • Autonomous, organized, flexible, proactive, rigorous, analytical, multi-tasker, diplomacy, communication skills

    • Languages:

    • Excellent verbal and written skills in English and Arabic required

    • Fluency in Kurdish desired
