The OEC: The Organization of Educational Cooperation (OEC) is an international intergovernmental organisation, founded in January 2020 by countries from across the Global South, to “contribute to the equitable, just, and prosperous social transformation of societies by promoting balanced and inclusive education, in order to attain the fundamental rights to liberty, justice, dignity, sustainability, social cohesion, and material and immaterial security for the peoples of the world”.

Overall purpose of the role:

Operating under the authority of the Secretary-General and under the direct supervision of the Secretary-General for External Relations and International Cooperation ERIC, the Chief of Protocol Visas and Residency Permits Service is responsible for the overall management, supervision, administration of the Protocol Service. She or he is also charged, under the guidance of the Under-Secretary-General for External Relations and International Cooperation (ERIC) with the provision of the appropriate support to the Secretariat and other organs of the Organisation to ensure compliance with international and host country protocol standards and obligations.

This position provides the unique opportunity of joining the team of a new international organisation, contributing to its lasting construction and influencing its future trajectory.

The main functions of the Chief of Protocol Visas and Residency Permits Service are but not limited to the following responsibilities below.

Responsibilities:

  • Provide and support the General Assembly, the Council of Member States, and the Conference of Associate Members with advice pertaining to protocol arrangements.
  • Liaises with the Chief of Bilateral Cooperation on the organisation of bilateral meetings with foreign dignitaries. Supervises arrangements for other aspects of the meetings such as flags or interpretation and escorts to and from bilateral meetings and events.
  • Liaises with the Chief of Multilateral Cooperation on the organisation of multilateral meetings with authorities and representatives.
  • Advises Permanent Missions, Observer Offices and Secretariat staff on matters of protocol and procedures.
  • Maintains up to date political developments in the Member States under his/her responsibility and updates information on composition of governments of Member States and intergovernmental organisations.
  • Establish key contacts with the Protocol Affairs Directorate General/ Immigration Services Department/ Immigration Office at Addis Ababa Bole International Airport.
  • Oversee the visas and residency permits applications
  • Liaise with the Immigration Services Department on visa related matters and establish regular meetings with the relevant counterparts.
  • Carry out such supervisory tasks necessary for the efficient functioning of the section.
  • Plan and oversee the management of activities undertaken by the Section, ensuring their discharge in a timely fashion.
  • Any other duty as assigned by the Secretary-General/ USG ERIC.

Education:

  • At least 10 years of working experience in International relations, diplomacy or other related fields.
  • At least 8 years of work experience in a management role within an international and/or regional organization.
  • Bachelor’s or master’s degree (or higher) in international relations or related fields

  • Protocol services departments of Member States
  • Diplomatic missions.
  • Regional and International Organizations.
