Position Description

EnCompass LLC seeks key personnel Chief of Party/Project Director (PD) candidates for an anticipated five-year United States Agency for International Development Bureau for Development, Democracy, and Innovation (USAID/DDI) Inclusive Development Hub task order. The Inclusive Development Activity for Mission Support (IDAMS) task order will support USAID Missions and DC-based Operating Unites to better engage and support marginalized under-represented populations and/or people in vulnerable situations (i.e., children in adversity, ethnic/religious minorities, Indigenous Peoples, LGBTQI+ people, persons with disabilities, victims of torture and those with unmet mental health needs, and youth) as well as issues stemming from intersecting identities, in the development of their communities and countries. Tasks under IDAMS may include: 1) promoting Inclusive Development Analysis to increase Mission/OU capacity to pursue an inclusive development approach through expanding knowledge of the needs of marginalized and underrepresented groups and/or people in vulnerable situations; 2) providing technical assistance to reduce barriers in developing and managing inclusive development projects; and 3) utilizing focused research to expand the general knowledge base of programming for marginalized and underrepresented groups and/or people in vulnerable situations.

The Chief of Party/Project Director shall be a senior level professional with experience in the management of on-demand contract mechanisms as well as expertise leading analytical and capacity strengthening activities targeted to the focal areas / portfolios of the ID Hub, to include Children in Adversity; Disability Rights; Physical Rehabilitation, and Assistive Health Technologies; Inclusion and Equity; Indigenous Peoples; LGBTQI+ People; Mental Health; and Youth. Previous experience as a Chief of Party / Project Director with a strong reputation for developing high quality deliverables and facilitating and maintaining excellent collaborative working relationships with USAID staff, counterparts, other contractors, and international organizations and donors is required. Additionally, Chief of Party/Project Director candidates must have a demonstrated track record of success in managing many people toward the achievement of shared goals.

The position will be full-time, and contingent upon Activity award. The expected release date is April 15th, 2022.

Position Duties and Responsibilities

Essential functions:

· Responsible for the overall technical, management and financial direction of the activity, ensuring quality and timeliness of all deliverables, and overseeing the work of staff and partners.

· Serve as the primary POC for the USAID COR on all matters pertaining to the contract.

· Promote sustainability of activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening

· Respond to USAID requests, draft scopes of work, and identify and assemble teams to implement work across the three objective areas

· Facilitate knowledge management and sharing across activities and partners; ensure a culture of continuous improvement and adaptive management

· May engage in technical work of the Activity as required

· Ensure compliance with USAID requirements

· Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed

· Other duties as assigned

Qualifications

Academic Qualifications

· Minimum of a bachelor’s degree required; Master’s Degree preferred

Experience and Skills

· A minimum of 10 years of experience in management, with extensive knowledge of the USAID program and budget cycle, and in a leadership position for USAID-funded activities that provide technical assistance, capacity strengthening and/or analytical services to USAID operating units and missions.

· A minimum of 10 years of experience working with inclusive development priorities and in countries where USAID works.

· Experience managing complex relationships with a variety of stakeholders at different levels; experience mentoring staff and working with international and national consultants and staff

· Demonstrated leadership, strategic thinking/planning, management, and presentation skills required

· Ability to develop, mentor and empower teams and staff to achieve successful and sustainable outcomes

· Excellent communication skills in English; mature and demonstrated intercultural and interpersonal skills

· Ability to travel, as necessary
