Chief of Party, Macedonia

ACDI/VOCA is seeking a Chief of Party for an anticipated activity in Macedonia funded by USAID. The activity will increase MSMEs productivity by introducing new technologies and innovations (including digitalization), improving regional economic integration, and creating demand driven professionals, supported by easy access to affordable finance and a business-friendly ecosystem as a result of a collaborative public private dialogue.

The Chief of Party will provide overall management oversight and technical direction and will guide the entire program with a clear, consistent, and committed vision. They will monitor progress to ensure program goals and reporting requirements are met on time and within budget, complying with USAID and ACDI/VOCA policies and procedures. The program is anticipated to start in 2023 and this position is based in Skopje, Macedonia.

Responsibilities

  • Lead the overall strategic planning, implementation, and management of the program
  • Provide managerial and technical leadership to develop an integrated approach of program components, participants, government actors, private sector partners, and other stakeholders
  • Serve as principal liaison with USAID staff, institutions, and client country partners to exchange information and develop professional relationships
  • Support the development of strong M&E mechanisms, program monitoring tools and efficient systems to ensure high quality implementation
  • Develop systems that support the collaborating, learning and adapting (CLA) approach, including establishing a culture of adaptive management
  • Administer the project’s financial oversight and procedures, ensuring compliance with established ACDI/VOCA’s accounting principles and USAID regulations
  • Identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments
  • Ensure quality control and timeliness of all deliverables complying with USAID and ACDI/VOCA guidelines
  • Foster a work environment of mutual respect where the team strives to achieve excellence

Qualifications

  • Bachelor’s degree in economics, business administration, international development, or related field required; master’s degree preferred
  • Minimum 10 years of experience in enterprise development and competitiveness, market systems development, value chain development, private sector engagement, or finance and investment
  • Previous experience as a Chief of Party, Project Director, Team Leader, or similar senior management position for projects with similar magnitude and complexity
  • Knowledge of and experience with USAID rules and regulations is highly desired
  • Proven ability to collaborate successfully with host-country government officials, international donors, and private sector stakeholders
  • Demonstrated experience with the CLA approach is desired
  • Experience working in the East European context preferred
  • Fluency in English required
