Chemonics

Chemonics seeks a Chief of Party (COP) for the current Vietnam Action Against Plastic Pollution Activity. This five-year Activity aims to reduce ocean plastic pollution at its source in Vietnam through strategic approaches such as convening stakeholders’ power, promoting the creation and implementation of data-driven policies, enhancing knowledge, and sharing learning, promoting appropriately scaled technology and solutions, and providing technical expertise and building capacity of local governments to manage waste at its source and prevent plastic pollution in our oceans.

The Chief of Party shall be a key liaison and coordinator with USAID, key stakeholders, and other implementing partners. They will provide overall leadership, management, and administrative and technical direction, and serve as the primary authority for all decision-making to ensure all activities, staff, and partners achieve targeted results and meet reporting requirements. They will work closely with USAID, Government of Vietnam counterpart, and local partners to ensure an integrated vision among components and program actors. They should bring technical expertise key areas such as solid waste management and recycling, municipal planning and service provision, public-private partnerships, and advances in areas such as reduction of single-use plastics and extended producer responsibility.

The position is based in Hanoi, Vietnam and due to the immediate need for this role, the hired candidate is expected to begin ASAP. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities Include:

  • Provide overall technical leadership and management of a multidisciplinary team, ensuring all activities, staff and partners achieve targets and meet reporting requirements.
  • In coordination with USAID and Activity counterparts, such as establish an integrated vision for the Activity and ensure Activity objectives work in tandem to achieve results.
  • Provide strategic oversight, development and implementation of annual work plans and budgets.
  • Oversee effective management and implementation of the Activity in accordance with the agreement, USAID regulations, and Chemonics policies and procedures.
  • Ensure agreement compliance with USAID, Government of Vietnam regulations and Chemonics and the timely achievement of quality results.
  • Oversee monitoring, evaluation, and documentation of progress toward achieving results and lessons learned.

Qualifications Include:

  • Minimum of 15 years of experience in municipal solid waste management, recycling, municipal services provision and planning, plastics reduction, and/or related areas with preferred experience in Asia.
  • Proven leadership abilities and political savvy, including experience representing programs at high levels of policy engagement on donor funded programs.
  • Experience facilitating multi-stakeholder collaboration, working in environmental and local capacity development.
  • Knowledge of legal and institutional contexts and frameworks in Asia.
  • University degree (advanced degree preferred) in engineering, urban planning, natural resource management, business, or another related field.
  • Proven track record and experience in project design, policy dialogue, strategic planning and implementation.
  • Demonstrated staff and activity management and technical skills.
  • Ability to work in complex and politically charged environments to achieve sustainable results.
  • Demonstrated leadership, versatility, and integrity.
  • Advanced professional proficiency in reading, speaking, listening, and writing in English
