Tetra Tech International Development (http://www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for a potential Chief of Party position on a USAID-funded program in the South Caucasus region (Armenia, Azerbaijan, and Georgia). The program will seek to strengthen formal and informal ties between the three countries on water resources management issues as well as implement technical interventions to improve practices at the grassroots level in the communities located alongside border areas.

The Chief of Party will be responsible for leading all technical, financial and administrative aspects of the program and will coordinate closely with USAID in developing, implementing, and revising the Activity’s overall technical strategy and implementation approach. The Chief of Party will be the principal link between USAID, key government counterparts in Armenia, Azerbaijan and Georgia, Tetra Tech, and other project stakeholders. The Chief of Party will provide comprehensive expert technical oversight and guidance in all aspects of the program, including subcontractor management, monitoring and evaluation (M&E), and reporting to USAID. This would be a full-time position based in Tbilisi, Georgia for the full life of project (anticipated five years).

Responsibilities:

* Provide leadership, supervision and technical leadership to the activity implementation team and short-term technical assistance (STTA) resources;

* Coordinate and assume the role of official spokesperson of activity with USAID, host country governments and local counterparts, and other collaborating institutions and agencies;

* Develop strategic objectives and ensure project compliance with USAID regulations;

* Manage the activity’s implementation, including overall responsibility for personnel and efficient budgeting and financial management;

* Supervise, guide the development, and ensure the technical rigor of contract deliverables/requirements including, but not limited to, activity annual work plans, performance monitoring plans/M&E plans and their results, quarterly and annual reports, technical reports, communications products, and periodic activity updates;

* Assume responsibility for overall USAID contract management ensuring quality control and timeliness of deliverables.

* Responsible for initial project risk identification, management, and mitigation in collaboration with home office, including identification of project risks, development of solutions and responses, and mitigation as required.

Qualifications:

* Advanced degree in water resources management, hydrology, civil engineering, climate change, natural resources policy and governance, or a relevant discipline is required.

* Minimum of 10 years of experience in successful implementation of integrated water resources management, transboundary water cooperation, or water and environment programming, with experience in Armenia, Azerbaijan, and Georgia strongly preferred.

* Minimum of 5 years in director-level role leading and managing complex development programs and multi-disciplinary teams, preferably as a Chief of Party for a USAID-funded project or equivalent.

* Proven track record managing multi-disciplinary development programs and diverse project teams, effectively engaging and managing relationships with stakeholders in politically sensitive contexts, fostering collaborative learning and adaptive management, and promoting gender equity and social inclusion preferred.

* Strong familiarity with transboundary basin management and policy in the South Caucasus region preferred.

* Professional fluency in written and spoken English is required.

* Strong familiarity with the policy, social, economic, environmental, and cultural context in Georgia, Armenia, and/or Azerbaijan preferred.
