Position Summary:

Habitat for Humanity (HFH) Africa seeks for a Chief of Party, based in Cote d’Ivoire for the anticipated Climate adaptation fund project: Improved Resilience of coastal communities in Cote D’ Ivoire and Ghana. The Chief of Party will lead the execution of the 2nd component which is ‘sustainable development implementation and management of concrete interventions to reinforce the capacities of coastal communities to adapt to the effects of climate change in Cote ‘d’Ivoire and Ghana’. In coordination with the Habitat for Humanity team of regional, national and local experts, the COP will be responsible for the overall planning, implementation and management of the project with the following key responsibilities:

  1. Develop and establish, in collaboration with communities early warning systems, and trainings for their management and maintenance in 11 communities in Ghana and 10 in Cote d’Ivoire
  2. Set up awareness raising activities and trainings to mainstream EWS plans and escape strategies in 11 communities in Ghana and 10 in Cote d’Ivoire
  3. Build drainage channels in 9 communities of Ghana and 6 Communities of Cote d’Ivoire Build micro infiltration cells in 9 communities in Ghana and 6 in Cote d’Ivoire, and 5 seasonal bioretention basins in Ghana
  4. Reforest mangrove systems to minimize the impact of floods in 10 communities in Cote d’Ivoire
  5. Set up resilient agriculture activities through dedicated plots and one training Centre in 6 communities in Cote d’Ivoire
  6. Train local staff and communities regarding project management, maintenance, and climate adaptation activities
  7. Develop and manage contractual arrangements with contractors;
  8. Prepare the 6-month progress reports at the country level to be submitted to the National Project Management Unit (RPIU) for review and integration in the overall 6-month project reports;
  9. Attend Steering Committees and prepare project execution progress updates for respective components, Produce technical project reports to be uploaded to the project knowledge management platform.

Essential Duties and Responsibilities: Briefly state the duties of the role in 5-8 broad statements in order of importance. If possible, provide approximate % of time commitment required for each.

  1. Lead the development and implementation of the detailed work plan for domain 2 in alignment with the overall project goals, outcomes, outputs, and timeline.
  2. Manage a team of technical experts and consultants to deliver concrete interventions.
  3. Coordinate with the other project domains and related stakeholders to ensure effective implementation and synergy as well as requirement compliance.
  4. Oversee the quality assurance, monitoring, evaluation, and learnings of all project activities.
  5. Perform other duties as required.

Qualifications:

  1. Master’s degree in a relevant field, such as climate change adaptation, disaster risk management, or sustainable development;
  2. Bachelor’s degree in a relevant field and minimum ten (10) years of relevant experience in leadership roles such as Chief of Party or Country Director.
  3. Fluency in English and French.

Experience:

  1. 12+ years of project experience working in one or more technical disciplines, ideally with a focus in West Africa, particularly, coastal climate adaptation, climate resilience, community development, sustainable livelihoods, or other relevant technical areas.
  2. Demonstrated past representational experience with host governments and other donors and demonstrated success with inter-agency coordination and joint programming/partnerships.
  3. Strong leadership and management skills, with the ability to motivate and lead a team of technical experts with multi-disciplinary and multi-cultural background and experience. Excellent communication and interpersonal skills, with the ability to build and maintain relationships with a variety of stakeholders such as consortium partners private sector, government officials, donors, etc.
  4. Experienced knowledge of Adaptation Fund policies, procedures, and reporting requirements.

Preferred – in addition to minimum:

Experience working in the Cote ‘d’Ivoire and Ghana will be an added advantage.
