Chemonics

Chemonics is seeking a Chief of Party to serve as the senior program leader in-country and act as the primary representative to USAID and local stakeholders. They will effectively oversee project implementation, managing a team of diverse thinkers/experts to set the strategic direction and long-term vision of the program.

Chemonics International is preparing for USAID/Serbia’s planned four-year Justice for All activity that will focus on improving access to justice and strengthening justice sector providers to more efficiently address citizens’ needs and concerns.

Responsibilities:

  • Direct implementation of the project’s strategic long-term vision, provide overall leadership management and technical direction for the USAID-funded access to justice activity
  • Serve as the primary liaison between USAID, the Government of Serbia, stakeholders, implementing partners, and home office on all program-related matters
  • Build, manage, and maintain effective working relations with national and regional government stakeholders, civil society organizations, justice sector institutions, private sector partners, NGOs, and other donors
  • Ensure compliance with all USAID rules and regulations, contract requirements, and Chemonics policies and systems

Qualifications:

  • Bachelor’s degree or equivalent in law required; Advanced law degree preferred
  • Minimum of five (5) years of experience as a chief of party or other leadership position of donor-funded field programs, managing complex activities that involve coordination with multiple project stakeholders
  • Practical experience working with a range of program partners, including regional, national, and subnational government entities, civil society organizations, financial institutions, and the private sector
  • High-level experience in at least two of the following technical areas:
  • Judicial reform
  • Access to justice
  • Free legal aid
  • Court administration
  • Civil society engagement
  • Engaging/Representing/Working with marginalized groups
  • Demonstrated leadership, versatility, and integrity
  • Proven ability to build and maintain a strong, diverse, inclusive, cohesive team where all team members are empowered and supported
  • Previous experience in the Balkans preferred
  • Fluency in English both verbally and in writing required; Serbian language skills preferred
