As a prime contractor under USAID’s EVAL-ME II Indefinite Delivery, Indefinite Quantity (IDIQ) contract, we are seeking an experienced Chief of Party for an anticipated Iraq Monitoring Project. The purpose of this contract is to establish a third-party monitoring (TPM) and evaluation support system to monitor, verify, and evaluate selected programs in Iraq, which are funded by USAID’s Bureau for Humanitarian Assistance (BHA). The information and findings from the project will be critical in ensuring program learning and accountability, which will be useful for real time programmatic adjustments and future program design.

This is a long-term position based in Erbil, Iraq.

Job Description

The Chief of Party must provide overall management, guidance, and direction to the IMP team. She or he will be responsible for overseeing the completion of all deliverables required under this contract as well as overall compliance with the contract. This work will involve team management, technical guidance, administrative coordination, operations oversight, and client relations. The Chief of Party will also be responsible for the oversight of the sub-contractor’s work and performance.

Duties and Responsibilities

  • Provides overall leadership for all activities implemented under the IMP contract.
  • Manages, guides, and directs the technical, operational, and administrative aspects of IMP.
  • Responsible for direct communication with BHA and submission of timely program deliverables.
  • Ensures quality oversight of all IMP services and deliverables.

Qualifications

  • A master’s degree in international affairs, social science, or a related field required.
  • At least ten (10) years of progressively responsible experience related to monitoring and evaluation required.
  • Five (5) years previous experience managing large scale third party monitoring projects, or large scale M&E support projects required.
  • Previous experience conducting quantitative and qualitative field research required.
  • Previous experience managing sub-contractors preferred.
  • Previous experience implementing USAID-funded programs preferred.
  • Excellent oral and written communication skills, analytic skills, interpersonal skills, team management skills required.
  • Experience working in conflict zones preferred.
  • Experience working in Iraq not required but preferred.
