UNHCR, the UN Refugee Agency, is offering a Home-Based consultancy within the Division of International Protection, Field Protection Service.

UNHCR is a global organisation dedicated to saving lives, protecting rights and building a better future for refugees, forcibly displaced communities and stateless people. Every year, millions of men, women and children are forced to flee their homes to escape conflict and persecution. We are in over 125 countries, using our expertise to protect and care for millions.

The Field Protection Service within UNHCR Headquarters’ Division of International Protection helps to strengthen preparedness and response to the most critical protection risks, faced by the persons of concern, through analysis, operational guidance to field operations, emergency deployments, and mobilization of partners and other stakeholders. It also analyses and strengthens protection knowledge and skills within UNHCR and partners to address acute protection concerns arising from conflict, disasters and the adverse effects of climate change.

The Community-Based Protection (CBP) Unit, oversees several workstreams within the Division of International Protection (DIP). These include, operationalizing community-based protection, advancing inclusion and meaningful participation of displaced communities with appropriate action based on intersectional forms of diversity, developing guidance and tools and monitoring the implementation of the AGD Policy (2018), advancing disability inclusion and supporting capacity to enhance protection of LGBTIQ+ people in forced displacement. Despite the significant challenges resulting from recent and protracted emergencies, including emerging conflict, COVID-19 and climate change; the collaborative relationship with the Regional Bureaux, and the progressive implementation of the Global Compact on Refugees (GCR) and the Global Refugee Forum (GRF) pledges have offered a platform to support the advancement of CBP, Age, Gender, and Diversity (AGD) and Accountability to Affected People (AAP).

As UNHCR, we are mandated to provide international protection to refugees. We, together with States, thus share the responsibility for ensuring that refugees are protected against GBV. For GBV programmes to be effective, they must be supported by and integrated with UNHCR’s broader protection strategies and programmes, and they must be adapted to a displacement context. Therefore, this work requires specific expertise that would enable the consultant to analyse, report and visualize GBV data in a way that supports and informs quality GBV programmes.

Organisational context

The position

Though the importance of community-based protection cannot be disputed, the monitoring and evaluation of CBP, including the implementation of the AGD Policy, AAP, gender equality and other related areas has proven challenging. The purpose of this consultancy would be primarily to support the systematic collection and analysis of community-based protection data at the operation, regional, and global levels, and to present this data as a dashboard.

In 2022, UNHCR launched an ambitious five-year plan to Strengthen Accountability to Affected People (AAP), a key deliverable of the inception phase of this plan is the development of a Monitoring and Evaluation framework, this consultancy will contribute significantly to this process. In addition, with investments in Information Management capacity related to feedback and complaints, additional data sources will be made available to build out comprehensive dashboards that inform organizational decision making and resource allocation – incorporating community voices.

UNHCR has substantive qualitative and quantitative data from different sources on all aspects of our GBV work and programmes. The analysis of trends on implementation, quality, resourcing, and impact of our GBV work globally is crucial to inform global advocacy, programming and planning, both within UNHCR and with partners. This consultancy would pull together this retroactive data to inform future programming and develop data visualisation and dashboards based upon this data moving forward.

Overall Purpose and Scope of Assignment:

The main purpose and scope of the assignment is to analyze and produce reports to date on UNHCR data related to CBP and GBV to inform regional and global programming for UNHCR and external advocacy and communication.

The consultant will finalise the analysis of available multi-year (2015 – present) qualitative and quantitative data including UNHCR results data, population data, and staffing and financial data at both global and regional level. This will include:

  • Qualitative analysis of challenges, achievements and other relevant identified trends;
  • Quantitative analysis of GSP indicator trends, as well as other selected indicators;
  • Quantitative analysis of budget and staffing for CBP/AAP and GBV;
  • Quantitative analysis of population and relevant protection-related data (including feedback
  • data, where feasible; and
  • Quantitative analysis of GBV policy implementation baseline data.

Based on the second drafts of the reports available which used the 2015-2021 data, the consultant will add 2021 data and produce the final products below:

  1. Internal report summarising relevant analysis and trends with interpretations of trends of CBP/AAP and GBV, as well as recommendations for improved data collection, analysis and use in the future.
  2. External summary report of UNHCR multiyear qualitative and quantitative data on CBP and GBV. This report should be for external audience to inform partners, donors and authorities.
  3. Develop global, regional and country level CBP/AAP and GBV dashboards by advising
  4. UNHCR on selection of key data points and recommendations for data visualization.
  5. Support with the development of a prototype for a data compilation tool and related interactive data visualization for both CBP and GBV dashboards.
  6. Provide UNHCR team with necessary reference documents including source mapping for
  7. developed dashboards, step by step user guides for maintaining dashboards, as well as handover meeting to ensure knowledge transfer of developed products.

The consultant will prepare a work plan to ensure deadlines are met. The consultant will report to the Protection Officer (Community-Based) and Protection Officer (GBV) with regular meetings held between the consultant and staff from both the CBP and GBV units to monitor progress. Monthly meetings will also be held with the Snr. Community-Based Protection Advisor (Head of CBP Unit) and GBV Officer for further feedback.

Essential minimum qualifications and professional experience required

The ideal candidate will have:

a. Education

Education Advanced degree in a relevant field such as statistics, economics, data science, public health, Psychology, Human Rights, International Development, Political or Social Science

Languages: Strong oral and written English skills are required. Knowledge of French, Arabic or Spanish is an asset.

b. Work Experience

  • In addition to advanced degree, at least 5 years of professional experience in a relevant field.
  • Advanced skills in using key data analysis and visualisation software, such as Excel, PowerBI, SPSS, STATA, or R.
  • Good verbal and excellent written communication skills.
  • Experience in producing global data analysis reports for internal and external audiences
  • Experience in forced displacement settings is an advantage
  • Experience in producing good practices documentation is an advantage
  • Understanding of and experience in humanitarian datasets, including limitations, is an advantage
  • Experience in data analysis related to CBP and GBV is an advantage
  • Experience in CBP/AAP and GBV programming is an advantage
  • Fluency in English is required; language skills in Arabic, Spanish and French are desirable.

Support on data analysis and developing the CBP, AAP and GBV Dashboards:

  • Deliverable 1: Internal report summarising relevant analysis and trends with interpretations of trends of CBP and GBV (by 31 July)
  • Deliverable 2: External summary report of UNHCR multiyear qualitative and quantitative data on CBP and GBV (by 31 August)
  • Deliverable 3: Support to the development of a global, regional and country level CBP and GBV dashboards (by 31 October)
  • Deliverable 4: Support with the development of a prototype for a tool to facilitate systematic updates of data at all levels, and related interactive data visualization for both CBP and GBV dashboards (by 30 November)
  • Deliverable 5: Transition management: Provide source mapping for all developed dashboards as well as step by step usage instructions for updating/maintaining dashboards as well as a final handover meeting to transfer knowledge to UNHCR team. (31 December)

Essential –

  • Proven research and analytical skills to be able to identify effective methodologies as applied to forcibly displaced and stateless persons in humanitarian and development contexts (with advanced skills in Excel, PowerBI, and advanced data analysis platforms such as SPSS, STATA, or R)
  • Ability to draft and write with clarity, including instructional content
  • Ability to present content in a concise, practical and visually appealing manner previous experience in developing similar toolkit is highly desirable.
  • Strong oral and written English skills are required.
  • Must have strong communication skills and experience working in a diverse team.
  • Must be able to work independently, be proactive and adapt quickly to fast changing requirements.

Desirable competencies:

Knowledge of French, Arabic or Spanish is an asset.
