The Joint Country Program of DanChurchAid (DCA) and Norwegian Church Aid (NCA) is seeking a dedicated Cash and Livelihood Program Manager to join our team in Ukraine, to lead the further development and implementation of our program to prevent and respond to humanitarian needs. The program aims to build further on its strong record in Group Cash Transfers and seeks to further develop its Livelihood component.

The Joint Country Program (JCP) has been working directly and through partners in Ukraine since the start of the Russian invasion in February 2022. The JCP’s program portfolio in Ukraine focuses on Cash and Livelihoods programming, Water, Sanitation, and Hygiene (WASH), Mine Action, Mental Health and Psychosocial Support (MHPSS), and prevention of and response to Gender Based Violence (GBV).

The main geographical focus is the southern and eastern regions of the country, with offices in Kyiv and Mykolaiv. The Cash and Livelihood Program Manager is a crucial position to ensure the development, implementation, and quality control of the response implemented directly and by local partners. An important part of the job is to train, guide and support national team members. The position is based in Kyiv with frequent travels to Mykolaiv and other field locations.

The main duties relating to this position are:

  • Overall, lead the development, implementation and strengthening of JCP’s and partner’s Cash and Livelihood program within the humanitarian space.
  • Collaborate and coordinate with other program areas: GBV and MHPSS, Mine Action, and WASH in developing integrated programming.
  • Participate directly as well as facilitate partner participation in relevant coordination and learning fora, and actively contribute to joint assessments, analysis, monitoring and advocacy.
  • Advocating for, and coordinating with, localized cash responses within the relevant coordination and learning fora.
  • Ensure that the Cash and Livelihood program is coordinated with the cluster, national authorities, and communities.
  • Develop and deliver a capacity building plan for staff and partners.
  • Ensure the interventions are evidence-based and underpinned by sound MEAL and quality assurance procedures, developing clear SOPs and training/backstopping staff/partners accordingly.
  • Promptly liaise with Prolog, Finance, HR, and further support unit to smoothen the emergency project implementation and timely response.
  • Contribute technical input to the proposal development process, with input based on updated assessment of needs and in line with endorsed in JCP programming strategy.

The experience we’re looking for includes:

  • Relevant Bachelor or Master’s degree in the field of International Development, Economics, Agriculture, Markets Development, Business Administration or similar field.
  • Minimum 5 years of work experience preferably in INGO/NGO, out of which at least 3 years’ experience in managing emergency projects within the humanitarian space.
  • Familiarity with humanitarian coordination structures, learning platforms and localization commitments.
  • Experience and familiarity with market-based programming.
  • Proven experience implementing activities in complex emergency contexts.
  • Experience working in partnership with local and national organizations.
  • Demonstrated skills in planning, organizing, mentorship and supervision.
  • Excellent interpersonal communication and cross-cultural skills, ability to communicate effectively on culturally sensitive issues to diverse audiences.
  • Ability to be proactive and work independently.
  • Excellent thematic technical skills and experience in humanitarian program development and implementation.
  • Good skills in facilitating trainings and workshops.
  • Ability to operate in a high stress and unpredictable environment.
  • Professional fluency in written and spoken Ukrainian is a plus.
  • Professional fluency in written and spoken English is required.

Work related travels (up to 50% of working time) are expected in this position.
