CARE Climate Justice Center

CARE is one of the world’s leading multi-mandate aid agencies, fighting poverty and injustice in over 100 countries around the world. In CARE’s Vision 2030 one of the six outcome areas that CARE jointly works towards is Climate Justice.

The CARE Climate Justice Center (CJC), hosted by CARE Nederland, has been assigned responsibility for leading CARE’s global commitment to Climate Justice. The CJC Global Leader oversees the work and leads a team of 8 experts, based in different CARE offices around the world, that is responsible for the delivery of a joint annual work plan.

The CARE Climate and Resilience Academy is an online e-learning platform run by the CJC. Its main objective is to increase development practitioners’ capacities to integrate resilience and tackle the causes and consequences of climate change in their programming. The Academy has been running since 2019 and until now has enrolled 170+ students in online learning journeys and has 1700+ email subscriptions to the free online courses.

What are you going to do?

  1. Strategic leadership and Coordination of the Climate and Resilience Academy (40%)

The Academy Coordinator will provide strategic leadership and coordination of the CARE Climate and Resilience Academy. S/he will specifically:

  • Lead the development and implementation of a strategic business plan for the sustainable growth of the Academy in consultation with the CJC Global Leader, Academy Training Coordinator, Academy Community Officer and other relevant CJC/ CARE staff and LJ lead experts.
  • Track progress on content, expenditure and income of the Academy and report to Global Leader of the CJC.
  • Oversee the development, upgrading and delivery of (new) Learning Journeys and (new) online courses/trainer packs in consultation with the Academy Training Coordinator.
  • Develop and ensure accountability systems are in place for monitoring, assessing people’s experiences and evaluation.
  • Oversee, monitor and evaluate the collaboration between the Academy Community Officer, the Academy Training Coordinator, LJ lead experts and other experts for each Learning Journey.
  • Ensure a communications and digital engagement strategy for an external audience is in place and implemented and lead communications about the Academy to the wider CARE confederation.
  • Manage the development and maintenance of the academy platforms (Website and LMS system)
  • Develop in close collaboration with the Academy Training Coordinator an Academy Alumni engagement plan that benefits both the Alumni as well as the Academy Business Model and oversee the implementation of it.
  • Work closely with Academy Training Coordinator to identify training gaps, needs and opportunities and initiate the development of new training by the Academy.
  1. Lead and coordinate the implementation of donor funded Academy projects (such as a GCA funded project) (40%)

The Academy Coordinator will lead and coordinate the implementation of donor funded Academy projects. S/he will specifically:

  • Act as the liaison for the donor and attend meetings and events organized by the donor.
  • Oversee progress, ensure quality of work and ensure timely delivery of project activities, learning reports and evaluations to the donor.
  • Be the liaison for Country Offices participating in donor funded Academy project activities.
  • Adapt project activities according to new insights based on the learning reports and in consultation with Academy Training Coordinator and CJC specialists working on the technical content of the project.
  • Track progress on expenditure of the project and coordinate with the CARE Netherlands finance officer to ensure timely financial reports.
  • Initiate and prepare Terms of Reference for consultancy assignments relevant to the project in close consultation with the Trainer Coordinator and CJC specialists working on the technical content of the project.
  • Ensure information for CARE internal and external communication on the project is shared with the Climate Justice Center communications coordinator.
  • Coordinate, monitor and evaluate the collaboration between the Academy Community Officer, the Academy Training Coordinator, other experts and external stakeholder (such as donors) for each donor funded Academy project being implemented.
  1. Academy Resource mobilization, partnership development and external relations (20%)

The Academy Coordinator will be responsible for increasing the profile and recognition of CARE’s leadership on climate and resilience training in front of CARE and our funding partners, leading to increased impact and income and a growing training portfolio. S/he will specifically:

  • Lead and manage the existing partnerships where the Academy is already actively engaged.
  • Lead and coordinate the brokering and development of new partnerships with the Academy, and funding opportunities with multi-lateral and bi-lateral organisations, corporates and philanthropic foundations, in close collaboration with CARE members (including in their markets with their consent and collaboration).
  • Broker demand and supply for requests for (new) training from within CARE.
  • Explore potential new strategic partnerships with training institutions, INGOs and donors.
  • Lead the development of proposals for potential donors in close collaboration with the Academy Training Coordinator and CJC colleagues.
  • Ensure CARE’s effective engagement, representation, and profiling in external networks.

We are looking for a candidate that meets the following qualifications:

Education & Qualifications

Essential

  • Minimum qualification of a Master’s degree in a relevant discipline, for example Educational Sciences, International Relations, International development
  • Project Management Qualification
  • Excellent command of English, both in speaking and writing

Desirable: Fluency/proficiency in French, Spanish or Arabic

Technical Skills & Expertise

  • Expertise and understanding of e-learning and e-learning platforms such as CLANED and CURATR
  • Expertise in MS Word, PowerPoint, Excel and other relevant computer packages and platforms
  • Understanding of the key concepts in Climate Change and Resilience
  • Demonstrated project management skills including ability to track budgets and provide reports on income and expenditure
  • Demonstrated ability in overseeing and coordinating projects and partnerships

Desired: Authoring tools or course builders like Rise 360

Experience

Minimum 10 years of working experience, including;

  • Substantial knowledge and experience in the international development sector OR education sector including at least 4 year experience with project management;
  • Substantial experience in strategic resource mobilization (including writing and developing successful program proposals for donors), partnership development and working collaboratively with multiple stakeholders;
  • Substantial experience in e-learning and online training and good understanding of what makes a good learner experience.
  • Substantial experience in business development and resource mobilization.
  • Demonstrated experience in building successful multi-stakeholder partnerships.
  • Understanding of climate and resilience programs
  • Knowledge on financial management and donors, donor finance and donor rules
  • Experience in monitoring projects at distance

  • Demonstrated ability to collaborate well with others across countries and cultures and in complex international networks and to develop and maintain positive working relationships both internally and externally and leading to effective partnerships
  • Ability to work effectively and accurately under extreme deadline pressure

We offer:

  • A gross monthly salary based on BBRA scale 11 (EUR 3.530,72 – EUR 5.425,32), classification depends on relevant working experience.
  • A temporary contract for one year depending on availability of a donor funded project. Extension of contract depends on achievements and donor funding.
