Scope of work

The Capacity Strengthening/Monitoring, Evaluation, Accountability, and Learning (CS/MEAL) coordinator is responsible for supervising the coordination and expansion of an effective capacity strengthening program to support the goals and strategies of the iMMAP Afghanistan in its work with partners, as well as the implementing all MEAL-related assignments of the project. The CS/MEAL coordinator is expected to develop MEAL tools and protocols that ensure project deliverables are monitored and attained on time. Upon project needs and request, the CS/MEAL coordinator will lead and conduct evaluation exercises as well as lessons learned sessions with project personnel and beneficiaries. Insights gained from these activities should help formulate the future. The CS/MEAL coordinator will also manage and support iMMAP’s outreach and support to key partners, including communications-related products and activities.

The CS/MEAL reports to the Afghanistan Country Representation and works under the technical supervision of the Technical Advisor. He is the line manager of the Communications/Outreach Officer and the Information Management Training Officer.

Description of Duties

Capacity Strengthening

· Manage and expand iMMAP Afghanistan’s capacity strengthening program to support the emergency response operations and disaster risk reduction capacities of iMMAP Afghanistan and partners.

· Supervise, facilitate, and support external training delivered by iMMAP personnel to partners, including the development of training materials, to strengthen capacities related to iMMAP’s platforms, GIS, and other IM-related tools (supported by relevant technical iMMAP personnel).

· Coordinate and deliver internal training to project personnel, including the development of training materials, to strengthen capacities related to MEAL, reporting, and communications.

Monitoring, Evaluation, Accountability, and Learning

· Manage the development of iMMAP Afghanistan’s MEAL strategy.

· Ensure, in close collaboration with Country Representation and the Technical Advisor, that each project has a robust monitoring and evaluation framework complying with iMMAP standards and donors’ requirements.

· Support Country Representation to set up relevant methodologies and tools to ensure the proper tracking of relevant activities and output indicators.

· In coordination with the Technical Advisor, conduct ad hoc verification of project indicators · Plan, lead and oversee the implementation of outcome monitoring duties as defined in each project’s monitoring and evaluation framework.

· Design the tools and lead the data collection required for outcome indicators to follow up including but not limited to baseline, mid-term and end-line evaluations.

· Develop methodology, sampling, and tools for outcome monitoring activities including pre-post-tests, surveys, focus group discussions, key informant interviews, etc.

· Write project evaluation reports as relevant.

· Calculate MEAL indicators and report on iMMAP Afghanistan’s operations to iMMAP donors (BHA etc) on a monthly, semi-annual, and annual basis.

· Capture and disseminate lessons learned and produce project evaluation reports as relevant.

Knowledge Management

· Ensure iMMAP Knowledge Management policy is respected by iMMAP Afghanistan team

· Act as the focal point for iMMAP Knowledge Management initiative in Afghanistan.

Communications

· Coordinate with Global Communications to ensure the timely production and dissemination of public information, branding, and other communications-related products as well as activities based on iMMAP Afghanistan’s activities.

· Support the IM team in producing products, including reviewing all information products produced by the IM Unit to ensure compliance with iMMAP’s global standards and support in their dissemination.

· Manage outreach to organizations to showcase iMMAP’s activities and type of support as well as encourage participation in data sharing agreements and collaboration in IM programs.

· Support iMMAP Afghanistan’s business development by participating in meetings with existing and potential partners to identify IM needs and assist in drafting concept notes and proposals.

Staff Management

· Ensure that personnel receives appropriate and adequate training by providing coaching.

· Through a consultative leadership style and a transparent and supportive communication structure, develop and build an effective capacity strengthening and communications project team.

Requirements

Education

· BA in international development, sociology, business management, statistics, and other relevant fields (Information Technology, Information Management, or Computer Sciences).

Experience

· At least 5 years of general Experience (M&E and relevant qualifications).

· At least 2 years of proven experience working with UN agencies or relevant international organizations on information management or monitoring and evaluation.

· Previous experience in delivering training required.
