Pact seeks an experienced Capacity Development Lead for the anticipated Foreign, Commonwealth, and Development Office (FCDO) Zimbabwe Accountability and Citizen Engagement Project (ZIMACE). This anticipated activity will promote active citizen engagement and accountability in key economic, social and political issues in Zimbabwe. The Capacity Development (CD) Lead will provide expertise and technical support to local NGOs/CBOs, strengthen their capacity on the implementation of the ZIMACE Project.

The CD Lead will also be required to provide timely and efficient capacity development, technical assistance, and mentorship to CSO, and CBO partners identified through the sub-granting selection and award process. The CD Lead will coordinate the Organizational Capacity Assessment processes for partners and ensure the implementation of Institutional Strengthening Plans (ISPs) to strengthen local partners’ ability to meet the ZIMACE Project goals. This position is contingent upon award and funding.

Key Responsibilities

  • Lead technical and organizational capacity development support and assistance under the ZIMACE Project
  • Provide technical support to facilitate the development, implementation, and monitoring of Institutional Strengthening Plans (ISPs) for subawards for the achievement of project objectives.
  • Participate in and implement the project’s CD plan on strengthening the organizational and technical capacity of subgrantees
  • Contribute to the development of sources/ documents for specific technical areas identified for capacity development of subgrantees, including training, mentoring, and coaching, etc
  • Provide written inputs and/ contribute to the development of tools required to monitor the implementation and monitoring of ZIMACE capacity development activities.
  • Coordinate on/off-line training sessions, workshops, mentoring of subawards to ensure the efficient and timely implementation of project activities
  • Conduct CD learning sessions/ coordinate peer exchange sessions for subawards on various technical areas
  • Conduct regular field visits to provide technical support, capacity development, mentorship, or coaching to subawards
  • Coordinate CD technical assistance activities between the country office and Pact Headquarters
  • Undertake a regular review of subgrantee capacity needs
  • Orient Pact program team on new CD tools for use under the Activity
  • Orient and coach new team members on CD tools and approaches
  • Document CD-related best practices under the Activity.
  • Provide input to the development of annual implementation plans, project reports, and other key project deliverables that contribute to the development of the project’s analytical products including research policy briefs, presentations, project updates, environment scans, or newsletter articles, etc.
  • Present regular updates on progress regarding the implementation of the project’s CD plans
  • Perform other duties as assigned by the Program Manager

Basic Requirements

  • Bachelor’s degree in Development studies, Political Science or a related field.
  • Minimum 7 years of relevant work experience in the civil society/ international development sector
  • Experience and expertise in conducting Integrated Organizational Capacity Assessments (ITOCAs); Performance Assessments; Network analyses for civil society or community-based organizations
  • Proficiency in spoken and written English with a general ability to express clearly and concisely ideas and concepts in written and oral form
  • Experience facilitating training sessions (both on and offline)
  • Knowledge of virtual facilitation methodologies
  • Analytical and conceptual skills to think and plan strategically.
  • In-depth knowledge of Zimbabwe’s civil society sector
  • Skills in producing analytical and well-presented reports and publications.
  • Good interpersonal skills with an ability to communicate clearly and effectively at all levels, considering cultural and language difficulties.
  • Fluency in English (oral, writing, and reading).
  • Ability to travel within Zimbabwe when health and safety concerns regarding COVID-19 diminish.

Preferred Qualifications

  • Fluency in one or more official languages of Zimbabwe (aside from English).
  • Demonstrated experience working on highly adaptive programs
  • Knowledge of the current political, social, and economic context of Zimbabwe.
  • Zimbabwean nationals strongly encouraged to apply.
