Rationale and overall objective of the needs assessment

Overall objective of the needs assessment is to obtain an objective analysis of the target group’s up-to-date needs, as well as gaps in adequate response to the needs of the target group, and present the findings as well as recommendations on specific programs and services that need to be developed to Zugdidi local government and other local stakeholders. Therefore, the needs assessment will be the basis for revising or diversifying existing services and interventions in Zugdidi Municipality in order to improve quality of services and make them more efficient for the target group beneficiaries.

Qualification of the researcher / research team

The researcher / team of researchers must have:

  • Proven competency (record of previous experiences) in project/programme evaluations, including formative programme evaluations / needs assessments
  • Educational Background in Social Sciences (master degree)
  • A good understanding of child welfare field, youth related topics (including NEET), social protection, social welfare policies, early care and education, disability, gender equality, social inclusion in the country (Georgia) context.
  • A good understanding of child rights and issues affecting vulnerable children and their families
  • Good understanding of development work and partnerships
  • Proven knowledge on gender equality issues
  • Good facilitation, organizational and interpersonal skills
  • Proven experience in participatory processes and data collection methods (including age appropriate data collection methods)
  • Strong analytical and conceptual skills
  • Excellent written communication skills
  • Proficiency in Georgian
  • Ability to transfer complex concepts / ideas in a practical and simple language
  • Sound MS Office and IT skills

General information on request for proposals

The bidders are welcome to submit their proposal for a needs assessment in Zugdidi Municipality. This bid is open to all national and international suppliers (independent consultants or companies) who are legally constituted and can provide the requested services. The bidder shall bear all costs of the bid; costs of a proposal cannot be included as a direct cost of the assignment. The proposal and all supplementary documents have to be submitted in English. Financial bid needs to be stated in Georgian GEL (including Taxes).

How to apply

Process of Submission of Bids

To facilitate the submission of proposals, the submission shall be duly stamped and signed and submitted to the following postal address: Al. Kazbegi Avenue 19a, apt.19 (II floor, Ent. 2) from 11:00 to 16:00.

The titles of submitted documents should clearly state “Technical proposal for needs assessment in Zugdidi Municipality by the company/consultant title” and “Financial Proposal for needs assessment in Zugdidi Municipality by the company/consultant title”. Please make sure that the technical and financial proposals are handed in separately (financial proposal to be sealed in a closed envelope). During the process of evaluation, technical bids will be opened and evaluated first. The financial part of the proposals which are shortlisted after evaluation of the technical proposal will be opened in a second step.

  • Three references (at least two of them must be familiar with your work)
  • An example of a recent/relevant needs assessment report (if available for public use)

Deadline for submission

The proposal has to be received by latest on July 6h, 2022 until 16:00. Proposals received after the deadline will be not be considered.
