Terms of Reference (TOR) – Production of a Film Documentary on STS Projects Impact

1. STS Background

STS International Solidarity is a non-governmental organization dedicated to providing life-saving relief in emergencies and development assistance to the most vulnerable people recovering from conflict, disasters, and the impacts of climate change.

STS International Solidarity works with communities, including women, children, internally displaced persons (IDPs), refugees, and returnees, to build resilience that transforms and safeguards their rights and well-being through various programs and initiatives.

2. Impact

The impact of the project will reduce the vulnerability of smallholder farmers to climatic shocks, particularly benefiting women and youth, by enhancing food security. This will be achieved through improved production quality, decreased losses, and strengthened market linkages in South Central Somalia.

3. Call for consultancy services

STS invites bids from competent firms or individual consultants to submit their Expression of Interest for consultancy services to Production of Documentary Film on STS Projects Impact.

4. Rationale/justification for the documentary

The documentary on film production aims to shed light on a project that significantly diminishes the vulnerability of smallholder farmers in South Central Somalia to climatic shocks. By focusing on enhancing food security, the project addresses the specific needs of women and youth in the region. The documentary will highlight the pivotal role played in achieving these objectives through improvements in production quality, reduction of losses, and the establishment of robust market linkages. Through compelling visual storytelling, the film will effectively communicate the transformative impact of the project on the lives of farmers, especially women and youth, contributing to sustainable agricultural practices and economic resilience in the face of climatic challenges.

5. Project Objective:

To improve smallholder farmer’s resilience to shocks, especially for women and youth, through increased quality production, reduced post -harvest losses and increased market access.

Objectives of consultancy assignment

1. To document real time stories from target communities.
2. To amplify the voices of women and girls on related issues affecting them.
3. To understand and document the roles and contributions of different actors in addressing project issues.

Scope of the work

The consultant shall;

1. Develop the documentary overall concept and scenario.
2. Develop the documentary script and story board to be used in shooting and production of the documentary.
3. Conduct field visits of the project areas (mentioned above) and interview project participants, and different stakeholders.
4. Present a draft documentary to STS for review and constructive feedback.
5. Incorporate feedback and produce the final maximum 3-5-minute documentary*.*

Consultancy Period

The consultancy shall last for a maximum duration of 15 days starting from the date of contract signing.

Copy Right

All materials arising out of the consultancy shall remain the property of STS International Solidarity.

STS International Solidarity responsibilities

1. Covering the costs of consultant and logistics associated with the assignment
2. Actively engaging with the consultant during the documentary shooting process
3. Reviewing the draft documentary and providing feedback

Consultant’s responsibilities

1. Preparation of a technical and financial proposal, work plan for the assignment
2. Engage STS target beneficiaries and stakeholders throughout the assignment
3. Provide updated/draft video documentary to STS as required
4. Produce deliverables in accordance with the requirements and timeframes outlined in this ToR

Skills and Qualifications

Required Qualifications and Experience of the Consultancy firm/individual:

1. Must have more than 2-4 years of proven experience in film production
2. Extensive experience in producing development work related documentaries for organizations with the aim of reaching out to both local and international audiences.
3. Excellent technical capacities (Full High-Definition video) to ensure high quality production
4. Additional experience in development communication will be an added advantage.

1. A technical proposal: Letter of Interest, stating why you consider yourself/your firm suitable for the assignment
2. Firm/company profile on handling related assignment
3. Personal CVs for individual consultant highlighting qualifications and experience
4. Contact details of referees which shall be organizations for whom you have produced films or documentaries
5. Financial proposal indicating consultancy fee and a breakdown of expenses (unit price together with any other expenses) related to the assignment.
6. Both technical and financial proposal shall not exceed four pages
