OVERVIEW
In 2019, Elrha commissioned a Gap Analysis (Part 1 and Part 2) to contribute towards availability of evidence in the sector and to inform the direction of the Disability and Older Age Inclusion area of focus in the HIF, with the report published in late 2020. The aim of the Gap Analysis (2020) was to help identify the evidence gaps, priorities and opportunities for innovation and research to enable the inclusion of older people and people with disabilities in humanitarian response. The findings from the gap analysis have shaped the focus of Elrha’s Disability and Older Age Inclusion innovation challenges to date with three challenges launched responding to key themes emerging from the gap analysis: inclusive preparedness, measuring effectiveness of meaningful participation, and data driven inclusion.
The main aim of this work is to explore further actionable opportunities for innovation in the Disability and Older Age Inclusion area of focus through probing the recognised barriers in the Gap Analysis (2020) and build on the progress achieved under the launched three challenges.
OBJECTIVES
To accomplish this aim, the consultant is expected to have a clear understanding of the remit pursued under Gap Analysis (2020), collaborate with the HIF team and other relevant involved parties (e.g., Technical Working Group and consultation groups representatives) through an iterative process to pursue four main objectives
- Gap Analysis probing considering literature updates: review the recent literature and interventions to identify in which direction the sector is moving highlighting areas of alignment and divergence with Gap Analysis (2020).
- Gap Analysis probing through consultation: consult the relevant groups in humanitarian crisis settings to examine Gap Analysis (2020) alignment and divergence with their needs.
- From Gap Analysis to opportunities for innovation: use the outcomes of the preceding objectives to prioritise and identify key areas of focus and specific opportunities for innovation.
- Dissemination: develop the findings of this work into tailored messages for the sector.
TIMELINE
The intended start date is January 2024 and the final report deliverable must be completed by the November 2024, with dissemination activities completed by December 2024.

The application deadline for complete Expressions of Interest Questionnaires is 12:00 (midday) GMT on Monday 20 November 2023. We will not be able to consider incomplete applications or applications submitted after the deadline. Please submit completed questionnaires to [email protected].
Expressions of Interest Questionnaires will be reviewed, and successful applicants will be invited by 27 November 2023 to submit a full proposal. The deadline for full proposals will be 8 December 2023.
We will only review the Expression of Interest Questionnaire at this stage, please only submit a Full Proposal if invited to do so by email from the HIF Team.
