The Business Development Manager is responsible for coordinating PARI-GDI’s efforts to develop and maintain a pipeline of new business for development assistance in low-and middle-income countries funded by US Government (USG) or US based entities providing foreign assistance funding such as United States Agency for International Development (USAID), Department of State (DoS) or Department of Agriculture or other sponsors such as foundations or corporations. This role will provide much-needed intellectual and managerial oversight to design, implement and manage the core processes and materials that will underpin PARI-GDI’s business development and partnership efforts, especially proposal development.

The Business Development Manager is expected to lead all aspects of the proposal process and will be responsible for management and ownership for selected proposals through inception to award. This professional will work with the Director of Strategy and Operations and Directors of Practice and be responsible for the entire USG new business development life cycle from capture through final proposal award. In collaboration with the Director of Strategy and Operations, the Business Development Manager will develop and update Standard Operating Procedures for new business, identify new USG funding opportunities and maintain a pipeline, lead capture and proposal development, maintain a network of partners, conduct competitor analysis, engage with proposal pricing and compliance teams and manage financial as well as human resources to ensure a consistent win rate. The Manager will engage and partner regularly with Purdue contracting and sponsored programs office to streamline GDI business development processes.

The Business Development Manager will be expected to collaborate with PARI-GDI leadership in the development of strategy, presenting the USG pipeline, contributing to the annual budget forecast cycle and make presentations on new USG business opportunities to faculty, students, staff and companies. In light of rapidly changing contexts, the Business Development Manager will also be expected to remain up to date on changing USG strategies and approaches, especially as related to Diversity, Equity, Inclusion and Access (DEIA) as well as locally led development to contribute to the generation of new and innovative funding and implementation models for USG-funded projects.

The Business Development Manager will serve as an information hub coordinating day-to-day activities required for proposal development, moving from one assignment to the other over time according to the ebb and flow of opportunities and portfolio of proposals under development. The Business Development Manager must be familiar with a variety of international development sponsor guidelines and practices as it relates to proposal development. This position is fast-paced, requires teamwork, strong communication skills and will allow the candidate to have diverse responsibilities.

Qualifications

Required:

  • Bachelor’s degree in business, international relations or similar
  • Three (3) years’ experience working in a business development role focused on USG foreign assistance
  • Demonstrated ability to develop business development strategies in rapidly changing environments
  • Demonstrated experience with USG and especially USAID capture and proposal processes and procedures are required as well as experience in building and negotiating teaming partnerships 
  • Demonstrated ability to provide advice to leadership teams on business development opportunities, risks, trends, investments and budgets 
  • Demonstrated experience working in a range of different international business contexts in low- and middle-income countries
  • Demonstrated understanding of and interest in international development 
  • Strong teamwork skills, communication and competitive instincts plus proven experience working independently
  • Excellent written and verbal communication skills.

  • Positive, pro-active attitude. Customer service orientation
  • Ability to work with diverse, inter-disciplinary and multi-national teams
  • Understanding and acceptance of Diversity, Equity, Inclusion and Access principles

Preferred:

  • Master’s degree and working in a university and NGO environment
  • Knowledge of foreign language
