Job Overview/Summary:

The International Rescue Committee is seeking a Budget Officer for an Office of Refugee Resettlement (ORR) program, HSPRS

Reporting to the Deputy Director of Budgeting & Planning, the Budget Officer will be responsible for ensuring accurate and timely budget management for the HSPRS project across the network, compliant with IRC and funder requirements. This staff person may be located anywhere in the United States.

Major Responsibilities:

  • Assist Director (budget holder) with operating budgeting processes for the HSPRS project, including:
    • annual project budgeting
    • monthly network budget vs. actual spending reports
      • identify any issues and contact appropriate staff for correction
    • monthly personnel allocation requests
    • periodic reforecasting exercises and spending plans
  • Together with Director, ensure project expenses are reasonable, allocable, prudent and spent in accordance with the donor’s rules and regulations. Flag any issues for concern.
  • Liaise with RAI Deputy Director, Budgets and Planning to ensure accurate time and effort tracking for HQ staff allocated to the project.
  • In close collaboration Budget Office and Awards Team ensure network offices have information to load and monitor budgets
  • Ensure accurate tracking of project expenses across all offices and HQ in IRC’s enterprise resource planning (ERP) software (Microsoft Dynamics/Integra);
    • Including budget uploads and updates on HQ level as needed
  • Provide responses to inquiries field offices and Budgets and Planning teams.
  • Support internal and donor monitoring for financial matters, including addressing donor requests for support documentations, files, policies and procedures clarification, etc.

Key Working Relationships:

Position Reports to: Deputy Director Budgets & Planning (40%)

Position directly supervises: SHE Finance Coordinator

Internal: Safety Health & Education team; RAI HQ colleagues; RAI US field colleagues. HQ and Field Finance teams

External: ORR

Job Requirements:

  • Bachelor’s degree in relevant field or equivalent experience.
  • 3+ years’ experience in budget management or finance for federally funded grants.
  • Demonstrated familiarity with generally accepted accounting principles (GAAP).
  • Excellent interpersonal skills, including the ability to communicate effectively in a multi-cultural environment and diplomatically manage collegial relationships.
  • Extremely strong attention to detail.
  • Strong digital literacy: facility with MS Office and accounting software.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
