Expected duration

The duration of this Consulting Services is initially for 8 months, renewable subject to satisfactory performance, requirement and funds availability.
• Remuneration for this consultancy will depend on the qualifications and experience of the selected candidate.
• The consultant is expected to be based in the Protection Division in UNRWA Headquarters Amman.

Duties and Responsibilities

DESCRIPTION OF DUTIES AND RESPONSIBILITIES
The position receives direct supervision and technical guidance from the Senior Protection Officer or the Protection Officer and other staff as required including guidance and support on the application of Results-Based Management System (RBM) provided by the Department of Planning, while the Chief of the Protection Division is overall responsible for the work of the Division.
The incumbent supports the Protection Division in all data collection, analysis, learning activities that aim at enhancing the accountability and efficiency in all projects. S/he will work closely with Field Protection and Neutrality teams to support collection of quality data; s/he may be assigned to focus on supporting one or more specific projects, preparing the required reports, following on expenses and indicators; providing support in setting standard operating procedures.
In accordance with the established Agency policy and procedures, particularly in relation to protection, the consultant will:
• Grant and/or Programme Management Support: Support all monitoring and assessment initiatives for assigned grant(s)/project(s) including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary;
• M&A Framework
o Supports the creation frameworks for monitoring project activities; defining and monitoring project performance indicators throughout the duration of the projects;
o Supports staff capacity to properly document, organize and capture programme data and evidence of protection issues;
o Analyses the existing data collection and flow of data; drafts and revises tools (e.g. logical framework, project performance tracking, indicators, data flow chart);
• Data Management and Analysis
o Works closely with field Protection and Neutrality Teams (PNTs) to ensure the quality of data collected by Programmes and to verify the accuracy of reported data;
o Analyses changes and patterns in RBM indicators and performance reports;
o Supports Division to ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner;
o Supports and participates in programme and project assessments;
o Keeps abreast of developments in grant/programme changes and progress in order to advise and recommend tools and strategies to increase programme performances and improve results.
o Supports the design and implementation of new technical tools for data capture and accountability
• Communication and reporting
o Supports the Division in reviewing donor reports to ensure high quality reports are submitted on time for this grant/programme;
o Assist in establishing log frames, work plans and targets during the drafting donor project proposals as well as throughout project implementation;
o Reviews and analyses weekly reports with the Field Programme Support

Qualifications/special skills

Academic Qualifications:
Advanced university degree from an accredited educational institution in public or business administration, social sciences, international law, international relations or related discipline.
Experience:
At least two years’experience in the application of the knowledge acquired in 4.1 above, of which at least two years of monitoring and assessment experience in governmental or large commercial organizations, NGOs or UN organizations;
• Ability to produce high-quality briefs and reports in English, design M&A tools, surveys, surveillance systems, and assessments; and training and build capacity of others.
Language:
Excellent command of spoken and written English and Arabic
Competency:
