The International Training Centre of the International Labour Organization (the Centre) is the training arm of the ILO, the Specialized Agency of the United Nations which promotes social justice and human rights in the world of work. The Centre delivers training, learning and capacity development services to governments, employers’ and workers’ organizations, and other national and international partners, in support of decent work and sustainable development. Its mission is to be the leading provider of learning and training for the world of work. During the 2020-21 biennium, the Centre delivered about 2000 training activities and advisory services for around 130,000 people from over 180 countries.

The position is located in the Development and Investment Programme (DEVINVEST).

Under the close supervision of the DEVINVEST Programme Manager, the Associate Programme Officer is expected to contribute to the design and implementation of training and capacity building activities in the area of Employment-Intensive Investments.

Functional Responsibilities:

  • Select, organize and summarize background information to describe the overall situation or developments relevant to a specific technical area, and prepare comments on the improvement of training materials, the development of new courses, and on potential promotional activities related to specific courses in the technical area;
  • Assess local conditions for the organization and implementation of training activities, courses and workshops in a country, region or globally, and liaise with resource persons, experts and course participants;
  • Provide support with the logistic arrangements and internal procedures related to the implementation and evaluation of specific training courses;
  • Contribute to the development of course curricula, training material (including on-line), promotional materials, schedules, and selection of training methodologies (blended, distance and face-to-face);
  • Actively contribute to the monitoring, evaluation and reporting on training-related activities ensuring their technical quality;
  • Actively contribute to financial resource mobilization to support and implement training and capacity building activities in the field of DEVINVEST;
  • Perform other related duties as required

Qualifications required:

Education:
First level university degree in Engineering, Social Sciences, Environmental Studies, Development Studies, or other related field.

Experience:
At least two years of professional experience in support of employment intensive investment programmes.
Exposure to the organization and implementation of training activities and capacity development services and experience on enhancing digital technologies for training and capacity building services would be considered as assets.

Languages:
Excellent knowledge of English and good working knowledge of a second working language of the ITCILO (French, Spanish, Arabic, Chinese, Portuguese or Russian)

Technical competencies:
Good knowledge of employment intensive investment programmes; Full competence in using standard computer applications, particularly word processors and databases; Familiarity with e-learning software.
