1. General Background

UNHCR, the UN Refugee Agency, is seeking an Associate External Relations Officer (Development) within the Global Compact on Refugees (GCR) Coordination Team.

The Global Compact on Refugees (GCR), affirmed in December 2018, set out a framework for ensuring more predictable and sustainable burden and responsibility sharing arrangements in the context of large-scale movements of refugees. Key amongst these arrangements is a Global Refugee Forum (GRF), convened every four years with States and other stakeholders. The first Forum was convened in December 2019, and every two years in between fora, a High-Level Officials Meeting is envisioned to take stock of progress and maintain momentum in the implementation of the GCR. The GCR Coordination Team supports efforts to maintain oversight of the overall implementation of the GCR and to coordinate the substantive preparations for key events related to the GCR, including the biannual High Commissioner’s Dialogue, in close collaboration with the Governance Service, Divisions and the Bureaux.

2. Purpose and Scope of Assignment

Under the overall supervision of the Senior Policy Officer, the incumbent will undertake the following tasks:

  • Support the preparation of key events related to the Global Compact on Refugees, including the High Commissioner’s Dialogue, by supporting key planning processes, modalities, and logistics in collaboration with the Governance service, Divisions and the Bureaux.
  • Assist in maintaining event database for speakers and sessions to contribute to overall coordination and logistics
  • Assist in the coordination of the drafting of briefing kits for the sessions, background material, talking points, fact sheets, presentations, slideshows and articles.
  • Support the development and updating of the events webpage and intranet page by liaising with colleagues to keep it updated, and meet evolving communication and user needs before, during and after the event.
  • Assist in the implementation of the communications strategy by gathering and curating relevant material linked to the event theme and liaise with the Digital Platform for the GCR team to share content on the Platform.
  • Assist in updating colleagues and liaising with external partners (e.g., governments, partners, media, academia, NGOs, private sector and displaced and stateless persons) on the preparations for the event.
  • Support regular information sharing on the GCR and GRF to share good practices and support harmonization and coherence of approaches to GRF follow-up and GCR mainstreaming.

Essential minimum qualifications and professional experience required

The ideal candidate will have:

Education

  • Possess a bachelor’s degree in International Development, International Relations; Political Science; Social Sciences; Public Policy; or another relevant field.

Work experience

  • Three years relevant experience with Undergraduate degree; or two years relevant experience with Graduate degree; or one-year relevant experience with Doctorate degree.
  • Experience in external engagement with development and peace actors, donors and governments.
  • Experience managing multi stakeholder relationships and coordinating information across internal (inside the organization) and external (external to the organization) stakeholders.
  • Professional work experience in field operations.
  • Knowledge of UNHCR’s operational arrangements and the funding needs and priorities.
  • Proven ability to write, draft, and edit letters, proposals, appeals, reports, acknowledgements, briefings, and donor correspondence for external supporters.
  • Excellent interpersonal and negotiation skills.

Functional Skills: CO-Strategic Communication, MS-Drafting, Documentation, Data Presentation

Proficiency in English language. Working knowledge of another relevant UN language would be an asset
