The Role Responsibilities

  • Help the Group meet its commitment of being “Here for Good” by building a sustainable compliance framework that places regulatory and compliance best practice standards, and a culture of appropriate conduct at the forefront of the Group’s agenda
  • As an independent second line risk control function, execute the relevant aspects of the Compliance framework through robust independent risk control and the provision of specialist advice and constructive challenge in a manner proportionate to the nature, scale and complexity of the Group’s business.
  • Proactively support and challenge the Group’s businesses and functions to exhibit appropriate conduct, comply with regulatory and compliance requirements and strive to achieve fair outcome for the Group’s clients.
  • Support the evaluation the effectiveness of the Group’s compliance efforts.
  • Support the management of the regulatory relationships with each of the regulators, whose rules the Group is subject to.
  • Maintain constructive and effective relationships with Business Heads/Business Chief Operating Officers (“COOs”),and assist relevant Compliance heads to interface with and support all key business stakeholders.
  • Insofar as they relate to regulatory compliance, be responsible for providing details of developments giving rise to a material risk that serious regulatory breaches or breaches of risk tolerances (as agreed by the Board from time to time) may occur and notifying any such breaches to Head, CFCC Advisory, FM and CF UK and Europe.
  • Maintain independence, deliver timely responses, and timely escalation of risks and issues where they feel risk management tolerance of the firm are exceeded.
  • Assist the CFCC Advisory, FM & CF, UK & Europe team to ensure that all businesses within FM Europe operate to high standards of conduct and meet
  • all regulatory and legal requirements and
  • all Group Compliance and ethical policies (including the Group Code of Conduct) so as to protect and enhance the reputation of the Standard Chartered Group with its customers and regulators and to avoid significant financial loss.
  • Provide high quality regulatory advice and risk assessment to FM & CF businesses.
  • Assist in the provision of CFCC training to the FM & CF businesses and assist in the drafting and rolling out of applicable CFCC policies and procedures.
  • Assist the business with its adherence to the bank’s Key Control Standards and liaise with business management with respect to a ‘risk based’ approach to the monitoring of their activities from a regulatory perspective.
  • Support the business in meeting its obligations on the prevention of financial crime under the Group’s Policy and Standards, and under local law and regulations
  • Under the direction of the CFCC Advisory, FM & CF, UK & Europe team, assist in ensuring effective management of all FM CFCC matters in Europe; this requires:
    • working to assess how regulatory change will impact the FM & CF business regulatory requirements and adapting policies and process to meet this
    • working to support all Financial Crime Risks associated with the FM & CF businesses
    • support the Financing and Securities Services business
    • developing knowledge and expertise relating to the FM & CF products and offerings
    • assist with the identification of material regulatory and reputational risks in the FM & CF businesses on a continuous basis
    • proactively assisting in the completion of the FM & CF CFCC Europe monitoring plan
    • assistance in the preparation and delivery of training to FM & CF desk personnel
    • assistance in the drafting and implementation of key CFCC policies and procedures
    • development of close working relationships with relevant FM & CF businesses personnel on a continuous basis and be recognised as a provider of sound regulatory advice
    • development of relationships and regular liaison with FM Business Managers, & UORMs (risk managers) and New Business to ensure that CFCC are aware of all material developments assistance in the analysis of new regulatory initiatives to ensure all material matters are considered and any necessary procedures are issued training provided to relevant FM & CF businesses
    • assist with the analysis of new product initiatives to ensure implementation complies with applicable regulation
    • provision of regular updates to the Head, CFCC Advisory, FM and CF UK and Europe to ensure that there are “no surprises” and that all necessary MI can be collated and provided to relevant CFCC, FM & CF business personnel to facilitate the management of Compliance and / or regulatory risk
    • assisting with the updates of CFCC procedures manuals
    • regular liaison with Compliance Surveillance team to ensure that all potential issues or relevant trends are closed out or escalated on a timely basis
    • assisting the CFCC Advisory, FM & CF, Europe team in the completion or resolution of regulatory queries and / or investigations
    • representing CFCC on ad hoc projects as required
  • Development of close working relationships with other key control departments within Standard Chartered Bank particularly. Legal, Internal Audit and Operations.
  • Act as a representative for Standard Chartered Bank CFCC department on industry groups and external meetings as required

Strategy

  • Support and implement the vision, strategy, direction and leadership for CIB & CFCC teams, consistent with Head, CFCC Advisory, FM and CF UK and Europe vision and strategy for the CFCC function and in support of the Bank’s strategic direction and growth aspirations.
  • Support the promotion of the culture and practice of compliance with compliance standards (including conducting business within regulatory requirements, and to high ethical standards) within the Bank and embed a Here for good culture and the Group Code of Conduct.

Business

  • Build and maintain an effective and constructive relationship with all key business and functional stakeholders that is based on trust, capability and integrity, providing timely, responsive and quality regulatory compliance advice and guidance to enable the business and functions to meet/achieve their strategic tactical objectives.
  • Provide regulatory advice, analysis (and challenge when appropriate) in relation to the full product life cycle including product design through to post sale reviews/ assessments, new business initiatives, bespoke projects, remedial activities (including nature, scale and rigour of past business reviews), transitional investigations.
  • Provide robust challenge to senior management and all relevant business stakeholders where activities are outside risk tolerance/appetite, escalating as necessary, until appropriate oversight and ownership is achieved including actions and plans to address any remedial action needed to come back within risk tolerance/ appetite.
  • Under the supervision of the CFCC Advisory, FM & CF, UK & Europe Team, work closely with the business to provide timely regulatory compliance advice to ensure compliance with all relevant laws and regulations and support the transition to pro-active and pre-emptive compliance and conduct risk mitigation.
  • Regular and diarised catch ups with all key business stakeholders.

Processes

  • Assist in the establishment and maintenance of effective processes (including training, advice and support) to ensure that policies, procedures and standards to address compliance risks are effectively implemented and adhered to across CCIB.
  • Provide support to the CFCC Advisory, FM & CF Europe Team to assist with challenge to the Bank’s senior management to ensure that they establish and monitor appropriate processes for compliance with compliance policies, procedures and standards (including meeting regulatory obligations and maintaining high standards of conduct).

​​​​​​Risk Management

  • Ensure effective management of compliance matters and assist the CFCC Advisory, FM & CF, UK & Europe Team, to effectively manage regulatory issues that have a significant impact on the Bank.
  • In the event of serious regulatory breaches, or where risk tolerances have been breached, ensure senior members of the CFCC Advisory, FM & CF, UK & Europe Team Bank are informed and that actions are taken quickly to remediate and/or activities are ceased.
  • Assist with the production of reports to relevant Group and Business risk and control committees and management group on key compliance risks and issues.

Governance

  • Within the Group’s overall Risk Management Framework, establish and maintain appropriate risk based compliance frameworks for identifying, assessing, managing, monitoring, mitigating and reporting compliance (including regulatory and financial crime) risks across CCIB.
  • Assist the CFCC Advisory, FM & CF, UK & Europe Team to develop and recommend (for approval by the relevant Risk Committee), appropriate compliance policies and procedures.
  • Assist with production of Product governance documentation

  • Display exemplary conduct and live by the Group’s Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. Our Ideal Candidate

    • There are no specific academic or industry qualifications required for this role.
    • Skills & Experience for the role
    • An understanding of the UK and EU rules that apply to FM including MiFID, MAR, EMIR, COBS and industry codes.
    • An understanding of the rules that apply to the exchanges, MTFs, SEFs and other platforms that impact FM.
    • A solid working understanding of Financial Crime Risks that apply to FM & CF.
    • A solid working understanding of the Compliance Risks associated with Financing and Securities Services.
    • Some product knowledge in FM products and Financing and Securities Services.
    • Experience of multi tasking and working on project based is preferred.
    • Decision making and timely advice in a fast-paced environment.
    • Confidence and personal resilience to challenge / decline trades or ideas that place SCB in unacceptable levels of conduct or regulatory risk.
    • Ability to work as part of a team, but also to work individually where required.
