The focus is on strengthening institutional capacities and social participation mechanisms to ensure the design and implementation of inclusive public policies in a friendly and profitable business environment respecting and preserving the environment.
In aligning the organizational resources behind its strategy, the Brazil Country Office (CO) functional structure comprises three main areas, the management support functions, Programme team and Operations Team. The Operations Team is composed of Human Resources (HR), Finance, Joint Operations Facility – JOF (Procurement and Travel), ICT, and General Administration / Logistics units, all of which are responsible for quality assurance for the implementation of UNDP policies and procedures in these operational functions.
The Operations team has an instrumental role in transforming the effectiveness of UNDP Brazil by formulating a comprehensive service delivery platform to deliver operations solutions for all UNDP programmes and projects as well as coordinate operations services and their potential expansion to UN System Joint Operations Facility.
Under the overall guidance of the Operations Manager and direct supervision of the Human Resources Coordinator, the Human Resources (HR) Assistant generalist provides support to the HR Unit with the contract administration of personnel hired under Service Contract modality, including payroll management, strategic reports, recruitment and selection process, mainly for UNDP projects and UN Agencies, and ensuring high quality, accuracy and consistency of work.
The HR Assistant generalist will support our HR department in ensuring smooth and efficient business operations. This position will have both administrative and strategic responsibilities, helping to plan and administer important functions, such as staffing, training and development, and compensation and benefits. The HR Assistant generalist works in line with the HR Strategy and in close collaboration with the operations, programme and projects��������� staff in the Country Office UNDP HQs staff and provide clerical support to all employees.
The incumbent will also liaise with UNDP HQ, different clients and stakeholders to exchange information and ensure consistent service delivery with full compliance of HR processes and records with UN/UNDP rules, regulations, policies and strategies on the Service Contract modality. Duties and Responsibilities
1. Ensures support in the implementation of HR strategies and services on the Service Contract modality focusing on achievement of the following results:
Input to the Country Office business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in HR processes related to the SC modality in consultation with the direct supervPerforming functions of HR Administrator in ATLAS. Preparation of SC contract. Tracking of all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations through Atlas. Maintenance of the CO staffing table. Maintenance of proper filing system for HR records and documents on SC holders. Provision of information for cost-recovery bills in Atlas for HR services provided by UNDP to other Projects. Support in the activities related to SC salary surveys.
2. Ensures proper support to the Recruitment and Selection of Service Contract Holders and Interns focusing on achievement of the following results:
Preparation of draft job descriptions, vacancy announcements, compiling matrixes, performing functions of Secretary in interview panels in the Service Contract modality. Publication of Terms of Reference on the UNDP Job Site and eRecruit Systems Follow up of vacancy announcements Screening of applicants Preparation of documents and setting up of interviews and technical tests Preparation of interview minutes Support Hiring Managers to determine recruiting strategies and Terms of Reference to their position needs. Maintaining relationships with both internal and external clients to ensure properly delivery of R&S services Assistance on hiring process for Staff Members, if needed Organization of R&S files Maintaining of CO rosters
3. Ensures Effective communications and administration assistance for a varied and inter-related services, including project operations support, focusing on achievement of the following results:
Maintenance of the filing system ensuring safekeeping of confidential materials. Use of automated filing system. Support the the information flow in the office and dissemination of corporate and interoffice communication to staff as required. Facilitation of information sharing with Management Support and Programme and Operations Teams. Follow up of deadlines, commitments made, actions taken and coordination of collection and submission of the reports to the HR Coordinator. Draft routine correspondence, interoffice circulars, general briefing notes, documents, reports, minutes of meetings and translations when required. Support the administration of meetings, appointments and briefings within the HR Unit, including drafting of background notes and presentations. Assist and carry administrative tasks related to HR Unit. When requested, assist and execute administrative tasks to other UN agencies related to accreditation of international staff personnel.
4. Ensures proper support to Learning activities and performance management focusing on achievement of the following results:
Provision of background information to the HR Coordinator. Provision of background information for drafting the Country Office���������s Learning plan. Active support to the implementation learning programmes. Active support to the implementation of integration plan for new employees. Support to the elaboration of learning materials.
5. Supports knowledge buildi knowledge sharing in the CO focusing on achievement of the following results:
Participation in trainings for the operations/projects staff on HR. Contribution to knowledge networks and communities of practice. Support the elaboration and consolidation of managerial reports related to HR activities.
Institutional Arrangement
The Human Resources Assistant hired will act under the supervision of the Human Resources Coordinator.

Education
Diploma of High School or Graduation in the area of Business, Psychology, Human Resources, or any other related area.
Experience
In the case of complete high school, a minimum of 4 years is required in administrative and HR areas, preferably with contract administration, payroll, benefits and entitlement management, recruitment and selection processes, among others. In the event of graduation, a minimum of 1 year is required in administrative and HR areas, preferably with contract administration, payroll, benefits and entitlement management, recruitment and selection processes, among others. Experience in the usage of computers and office software packages (MS Word, Excel, Power Point, etc.) and experience in handling web-based management systems.
Desired additional skills and competencies
Relevant experience with the UniNations Common System or comparable international organization. Experience in developing a recruitment or sourcing strategy. Experience in using Enterprise Resource Planning (ERP) systems, such as ATLAS (Oracle). Knowledge of Human Resources aspects such as: organizational culture and climate, organizational behavior, carreer management, learning and development strategies, among others.
Required Language(s) (at working level)
Fluency in Portuguese is required. Working knowledge in English is mandatory.������
