Arbeiter-Samariter-Bund (ASB) – the Workers’ Samaritan Federation – is a German aid and welfare organisation, engaged in areas such as civil protection, rescue services and social welfare services. As a non-political and non-denominational organisation, ASB has, since its foundation in 1888, represented continuity and reliability.

Since August 2014, ASB established its own office in Dohuk and recently implemented projects in the sectors health, WASH, protection and livelihood for IDPs, refugees and host communities, valued at € 20 million.

ASB expanded its presence to all governorate of Iraq, in 2017, opening one office in Baghdad and offices in Anbar and Salah ad-Din governorate, increasing the portfolio of its programs to effectively satisfy the immediate needs of thousands of beneficiaries while responding to the developmental plan of the country.

Funded by the German Development Cooperation (BMZ) though GIZ, the objective of the project “Fostering Community Resilience Against COVID 19 for Anbar” (Project No. IRK2106) is to improve the capacity of individuals, households, and rural societies to prevent, prepare for, respond to, and recover from shocks caused by Covid 19 and other disasters.

The incumbent will assist ASB to achieve the project objectives.

Position Title:  ASB Community Empowerment Area Officer for project GIZ IRK2106

 

Reporting Relationships:

The ASB Community Empowerment Area Officer reports to the ASB Project Manager.

Supervising: 30 facilitators (Volunteers) and a Guard.

Responsibilities & tasks:

The ASB Community Empowerment Area Officer works under the direct supervision of the Project Manager. The Community Empowerment Area Officer is responsible for implementing GIZ/ASB awareness and community activities in the field, covering Fallujah, Heet and Ramadi.

Guidance and support to field staff and oversight of activities includes but is not limited to awareness sessions, on job follow-up, supervision and training for 30 volunteers (teaching and learning materials distribution, first aid kit distribution for beneficiaries of the project, etc.). Organize activities for capacity building for local communities and government partners.

The Officer is responsible for the day-to-day implementation and project cycle management of programming in Fallujah, Heet  and Ramadi, including but not limited to communications with communities and liaising with partners, promotion of ASB’s feedback and complaints response mechanism (CRM) and other means of accountability to affected populations, identification and selection of beneficiaries, distributions of First Aid  and learning kits, scheduling and follow-up with field staff, internal reporting, creating solutions to challenges and obstacles that might impede the successful implementation of project interventions, etc. The Officer will be expected to carry out ad hoc support tasks on a monthly basis to ensure the proper management and operationalization of the project IRK2106.

Responsibilities:

  • The ASB Community Empowerment Area Officer will oversee the awareness programming conducted in Fallujah, Heet and Ramadi, and support case management services in the area of responsibility.
  • Develop weekly and monthly work plans, per the detailed implementation plan (DIP) tool, to ensure effective implementation and monitoring of all activities assigned to field staff.
  • Planning and implementation of activities with facilitators, volunteers and other field staff as needed; organize and facilitate regular meetings with field staff.
  • Collect and document feedback from the field on implementation of activities, including challenges and lessons learned.
  • Ensure that project implementation effectively maintains high quality standards and ensure the consistency of the work in accordance with programming goals and objectives.
  • Prepare timely progress reports for the Project Manager to ensure the provision of accurate and updated information on progress and beneficiary data; adhere to confidentiality of beneficiary information and data.
  • Execute, monitor, and/or assist with all administrative and financial tasks related to the programming, such as logistics support, small procurements, monitoring of expenses, recordkeeping, cash advance clearance, etc.
  • Comply with GIZ/ASB and donor regulations for programming, procurement, and financial management of project interventions; adhere to ASB code of conduct.
  • Ensure BMZ, GIZ and ASB visibility, profiling and representation at all relevant forums.
  • Develop, maintain, and improve mutual and beneficial relationships with key stakeholders to promote advocacy and support for the project initiatives (including with government officials, community leaders, teachers, local communities and CBCs) to ensure successful implementation of project interventions.
  • Promote a safe work environment by following guidance and standard operating procedures (SoPs) for operating during the COVID-19 pandemic.
  • Ensure safety and security of property, assets, and staff at all times per ASB’s security guidelines; monitor and report security situation in ASB’s work locations to Project Manager.

 

  • Any other tasks as directed by the ASB Project Manager.

 

Minimum required knowledge, experience and core competences

Since the project is of short duration, it is highly recommended for candidates from Anbar Governorate with previous experience with ASB policies and procedures to apply. The candidate has to have the following requirements:

  • Good knowledge of English (written and verbal) is essential
  • Very good writing skills in English and Arabic
