Role and responsibilities

The Area Support Manager in Southern Iraq Area Office is responsible for all matters related to Human Resources, Administration, Finance, Logistics, and ICT. They will work closely with the Area Manager in implementing NRC-specific policies, procedures and ensuring compliance with internal, national and donor regulations and laws. The Support Manager will be responsible for day to day operational implementation of the support function, ensuring the team follows SOPs and regulations, meet deadlines, receive ongoing capacity building. Ensuring that all staff in Southern Iraq Area Office (programme and support) are aware of Support, regulations, routines, procedures, guidelines and SOPs.

Generic Responsibilities:

  • Line management for support staff such as Finance, HR & Admin and Logistics
  • Member of the Area Management Group
  • Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements
  • Provide input on operational support to the Area Plan of Action, and to coordinate and align operational support with programme plans at Area level
  • Responsible for ensuring quality support to project implementation
  • Facilitate Area Support Budget, area level budgets, including support cost
  • Responsible for developing regular reports on Area level to Country Office and to Area Manager
  • Responsible for implementation of new country specific technical SOPs, guidelines and tools in Area (HR/Admin, Logistics and Finance)
  • Facilitate trainings for programme staff on finance, logistics and HR procedures
  • Responsible for technical capacity building of support staff (HR, Logistic/ICT and Finance)
  • Actively promote PSEA (Protection against Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge and experience:

  • Fluency in Arabic, both written and verbal an asset.
  • Knowledge of context in Iraq/ the Middle East an asset
  • Experience of managing a large portfolio
  • Experience of implementing support functions in humanitarian programmes
  • Excellent communication skills
