JOB SUMMARY

The Area Program Coordinator will be responsible for overall program delivery and quality in Northeast Syria. The post holder will be responsible for proposal development and reporting at field level, donor mapping and program quality improvement, in line with Bahar and donor standards.

GEOGRAPHICAL SCOPE OF INTERVENTION:

Northeast Syria – (Al Hassaka, Raqqa, Kobani, Deir ez Zor) and Erbil – KRIraq

ORGANIZATION REPORTING

The candidate will report to the Country Director – NES.

Responsibilities

Program management:

Plan and coordinate the implementation of the NES program and activities; in line with Bahar and donor standards.

Ensure a good understanding and ownership of Bahar program, standards, and donor commitment with the rest of the team, including through the organization of regular program coordination meetings, project kick-off and closure meetings.

Needs Assessment:

Works closely with Programs and MEAL teams to identify the gaps and needs in the areas of intervention and propose necessary adjustments to the program

Donor relation and Coordination:

Develop and maintain links with institutional donors and International Organizations

Attend partners, program sectors Working Groups Coordination, NES Forum meetings, and workshops and share meeting minutes with senior management

Proposal development and reporting:

Continuously update donor mapping in the area of intervention and inform his/her manager of any funding opportunities

Identify, where appropriate, relevant/competitive agreements (consortia, regional projects, etc.) and facilitate negotiations.

Proactively work with partners and consortia to identify and win appropriate grant opportunities

Participation in proposal development, project amendment, and reporting process

Finalize all internal and external reports in line with Bahar and donors’ requirements.

Program monitoring and quality:

Ensure proper follow-up of program activities and indicators, in line with Bahar and donors’ standards and commitments, through the MEAL system.

Adapt monitoring system to remote management in case of access constraints, including using adequate technology solutions.

Propose program quality improvement and learning initiatives and operationalize them in the field.

Minimum requirements

REQUIRED QUALIFICATIONS:

Academic background:

Bachelor’s Degree in International Development, Gender studies, public health, and/or Humanitarian Aid, or other relevant fields.

Other qualifications:

Strong knowledge of project cycle management, international humanitarian funding system and donor requirements.

Language requirements:

Excellent written and spoken English. Arabic is an asset.

Computer requirements: Office pack user level.

REQUIREMENTS:

Experience:

At least 5 years of field experience in humanitarian projects.

At least 3 years experience in positions with similar responsibility, preferably in the Middle East and/or a conflict environment.

Experience in project planning, implementation, monitoring, and evaluation.

Demonstrable leadership and team management skills.

Excellent proposal writing and reporting skills

Ability to work in volatile environments and strict compliance with security protocols

Accommodation in NES

Security inside NES is volatile and justifies specific arrangements for accommodation and displacements in the areas of intervention. Adherence to strict security procedures is necessary, while the security levels can vary according to the different geographical locations and the changes in context.

Accommodation will be in Bahar guesthouses, which are safe, spacious, and very comfortable.
