**Job Summary:**The AIRS Caseworker is a full-time position that will support the Economic Empowerment department by providing case management and access to supportive services to Afghan humanitarian parolees enrolled in early employment programs. The IRC in Oakland’s Economic Empowerment department provides early employment, financial coaching and career development services to ensure clients achieve self-sufficiency and economic independence.

The AIRS Caseworker will work closely with Economic Empowerment Specialists who support clients in meeting their employment, asset-building, and self-sufficiency goals through enrollment in English classes, job readiness training, and individualized job placement. The AIRS Caseworker will provide case management to these clients to ensure their basic needs (housing, food security, access to transportation, etc.) are met so that the clients can fully participate in job readiness activities and achieve self-sufficiency goals. The AIRS Caseworker will also work closely with the Resettlement and Afghan Parolee Assistance team at IRC to ensure the Caseworker has in-depth knowledge of the full range of benefits, resources, and services available to Afghan humanitarian parolees.

Major Responsibilities:

Direct Services:

· Provide intake, assessment, and program orientation to clients eligible for employment services.

· Work closely with Economic Empowerment Specialists and clients to develop individualized self-sufficiency plans that include unmet basic needs and barriers to self-sufficiency.

· Provide case management to enrolled clients including applications for rental assistance programs, access to the full range of public benefits available to the client, access to digital platforms, and referrals to transportation and cultural orientations as needed.

· Assess and monitor client progress to support their attainment of established goals, address challenges, and to ensure that available resources are utilized.

· Collaborate effectively with coworkers and partner organizations. Build and maintain relationships with area service providers for the benefit of clients.

· Train and supervise program interns/volunteers.

Compliance Documentation:

· Detail each client interaction in accordance with program requirements.

• Ensure timely and accurate compliance to all reporting requirements, including database management, case noting, and file maintenance.

Team/Office Participation:

· Participate in all program meetings (both R&P/APA and EE), staff development activities, and other duties as assigned.

· Work as part of a team to provide comprehensive strength-based services to IRC clients through coordination of cases and effective communication between team members and departments.

· Comply with all policies, procedures, and protocols of the agency.

· Training and providing guidance to volunteers recruited to support IRC’s mission.

· Other duties as assigned.

Key Working Relationships:

Position Reports to: Employment and Asset-Building Coordinator

Position directly supervises: Program Internsand Volunteers

Indirect Reporting: Economic Empowerment Manager, Resettlement Manager
Other Internal and/or external contacts:

Internal: Position will develop working relationships with internal direct service staff and the early employment team

External: Position will develop working relationships with provider partners and County liaisons.

Job Requirements:

· Undergraduate degree preferred; equivalent work experience may be substituted

· 2+ years of related professional experience, preferred

· Minimum of 1 year of experience with direct client services and/or case management, preferred

· Demonstrated success working and communicating effectively in a multi-cultural environment

· Experience working with refugees and/or low income populations preferred

· Self- starter with excellent problem solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively

· Strong ability to develop and maintain external partnerships

· Excellent written and verbal communication skills

· Fluency in Dari, Farsi, Pashto is strongly preferred.

Working Environment:**

· Standard office work environment with regular travel throughout the service delivery area and regular work in Hayward and Fremont

· Potential for hybrid in-person/remote work schedule
