ABOUT THE MISSION

SOLIDARITÉS INTERNATIONAL was created in Afghanistan in 1980 at the time of Soviet Occupation and has been supporting Afghan people for 38 years. SOLIDARITÉS INTERNATIONAL always maintains its presence in the country until 2018, without interruption covering a wide range of activities, (water, hygiene and sanitation / food security and livelihoods / shelter) for population affected by conflicts or natural disasters, from emergency response to development-oriented programs. The Organization has been working successively in almost all provinces of Afghanistan. In the past years activities were implemented in Wardak, Bamiyan, Khost, Paktika, Samangan, and Kunduz provinces. End of 2018 SOLIDARITÉS INTERNATIONAL had to leave the country due to lack of funding but continued to monitor the humanitarian situation in the country with the willingness to support vulnerable Afghan population. The evolution of the situation in the country, marked by a possible collapse of public services and a halt to certain development projects, as well as an aggravation of the impact of changing climatic conditions on rural populations, leads SI to reopen its mission in Kabul during the last quarter of 2021. In 2022, SI will aim at sustaining its support to vulnerable populations in Kabul, Kapisa, Bamyan and possibly Wardak and Logar.

The programs will include the 3 types of intervention regularly supported by Solidarités International. Priority will be given to livelihoods and food for the most vulnerable people, especially families suffering from SAM or MAM and in-country returnees. Rural families suffering from the drought will also be supported with agricultural inputs and infrastructure intervention when feasible. Access to safe water and sanitation will be the second axis of intervention, both in urban and rural settings, while paying a particular attention to the resurgence of cholera. Finally, SI will support families who lost partially or completely their shelters over the past few years due to the conflict.

JOB DESCRIPTION

General objectives:

Within the Afghanistan mission and under the supervision of the Program Coordinator, the Mission MEAL Manager supports the Program Coordinator and the Deputy Program Coordinators (Emergency, WASH and FSL) to ensure that the MEAL strategy of the mission is implemented by the mission staffs.

Priorities for the 2/3 first months:

  • Under the supervision of the Program Coordinator, develop and set up the MEAL department (roles, responsibilities and tasks, communication lines, etc.)

  • Participate to the Recruitment / training of MEAL teams

  • Ensure data analysis, data management is available in the missions

  • Ensure coding questionnaires (XLS forms to Kobo) is available in the missions

  • Set up MEAL plans for the new projects

  • Support the MEAL field teams in setting up adapted and effective FCRM (Feedback and Complaint Response Mechanism)

  • Trainings to MEAL teams to ensure that the technical MEAL knowledge and skills are available in the mission

  • Trainings to Program teams on data collection/management/analysis

  • Support MEAL teams to ensure that AAP (Accountability to Affected Populations) is respected since the beginning

  • Participate in development of new project proposals – Participate in proposal drafting to support the development of the mission

YOUR PROFIL

Education: License or Master’s degree in humanitarian field and related topics

Experience:

Required

  • At least one significant experience as MEAL manager

  • Experience with NGO

  • At least 2 years of experience in MEAL

  • Strong experience in carrying out assessments

  • Experience of working in tense security, volatile and emergency context

  • Experience in team management

Desirable

  • Previous experience in Afghanistan is an asset

  • Experience in delivering training and capacity building of staff.

  • Experience of opening/stabilization mission is a plus (setting up MEAL department)

Technical skills and knowledge:

Required

  • Mastering of data collection (Kobo, XLS coding)/data analysis/data management and data protection

  • Knowledge in proposal design and writing

  • Communication /coordination and representation skills in English

  • Extensive knowledge in AAP – including FCRM

  • Extensive knowledge in M&E plan and indicator follow-up

Desirable

  • Knowledge of SI rules and procedures would be an asset

  • Knowledge on FSL, WASH indicators is a strong asset

  • Skills on GIS

  • Knowledge of donors’ requirements and compliance rules (indicators)

Languages: English, knowledge of a local language would be an asset (Dari or Pashtu).

SI WILL OFFER YOU

A salaried post: According to experience, starting from 2200 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem.

SOLIDARITÉS INTERNATIONAL also covers accommodation costs in the Guest House and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months spent on the mission.To these break periods, one additional rest day per month worked are granted.

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Key information about living conditions

Living conditions are quite fair in Kabul, with possible access to all essential goods and services. It should be remembered that the consumption of alcohol is forbidden in Afghanistan. The security situation can be tense, and travel is sometimes restricted, but it is possible to have a social life.

Living conditions in the field are often harsher (limited access to electricity, harsher weather conditions, isolation, etc.) with paradoxically, depending on the area, less strict security conditions.
