ABOUT THE MISSION

SOLIDARITÉS INTERNATIONAL was created in Afghanistan in 1980 at the time of Soviet Occupation and has been supporting Afghan people for 38 years. SOLIDARITÉS INTERNATIONAL always maintains its presence in the country until 2018, without interruption covering a wide range of activities, (water, hygiene and sanitation / food security and livelihoods / shelter) for population affected by conflicts or natural disasters, from emergency response to development-oriented programs. The Organization has been working successively in almost all provinces of Afghanistan. In the past years activities were implemented in Wardak, Bamiyan, Khost, Paktika, Samangan, and Kunduz provinces. End of 2018 SOLIDARITÉS INTERNATIONAL had to leave the country due to lack of funding but continued to monitor the humanitarian situation in the country with the willingness to support vulnerable Afghan population. The evolution of the situation in the country, marked by a possible collapse of public services and a halt to certain development projects, as well as an aggravation of the impact of changing climatic conditions on rural populations, leads SI to reopen its mission in Kabul during the last quarter of 2021. In 2022, SI will aim at sustaining its support to vulnerable populations in Kabul, Kapisa, Bamyan and possibly Wardak and Logar.

The programs will include the 3 types of intervention regularly supported by Solidarités International. Priority will be given to livelihoods and food for the most vulnerable people, especially families suffering from SAM or MAM and in-country returnees. Rural families suffering from the drought will also be supported with agricultural inputs and infrastructure intervention when feasible. Access to safe water and sanitation will be the second axis of intervention, both in urban and rural settings, while paying a particular attention to the resurgence of cholera. Finally, SI will support families who lost partially or completely their shelters over the past few years due to the conflict.

ABOUT THE JOB

General objectives:

As part of the coordination team and reporting to the CD, and working closely with the program and support departments at coordination level, as well as the base teams, the Grant Manager is the mission’s focal point on ensuring accountability to donors. Specifically, he/she is in charge of:

  • Contributing to the mission’s strategic development.

  • Monitoring and identifying funding opportunities in line with SI country and global strategy.

  • Overseeing compilation of timely and high quality proposals, reports and contract modification requests for submission to donors and consortium partners.

  • Monitoring compliance with donor procedures and capacity building of new and existing staff on internal accountability tools and donor procedures.

  • Proactively following-up on donor contractual obligations, from contracting to closing and archiving, and ensuring contractual obligations are known and understood by relevant staff/departments.

  • Centralizing and preparing relevant documentation for external audits and audit report archiving.

Priorities for the 2/3 first months:

  • Map new funding opportunities for SI

  • Under the supervision of Crountry Directo, develop a network within UN agencies related to SI’s mandate

  • Develop grants monitoring tools

  • Develop visibility guidelines for donors and monitor their enforcement

  • Roll-out Monthly Grants Review Meetings with Prog Co and PMs

  • Lead on the development of new proposals.

  • Ensure timely and quality submission of donor reports

YOUR PROFILE

Education: Master’s degree in business administration, political sciences or any other relevant field

Experience:

  • At least 2 years of experience in Grants Management for an international NGO

  • Previous experience in unstable environment (conflict / post conflict country)

  • Experience with ECHO, UN funding or CDCS funding would be an asset

  • Experience in developing proposals for institutional donors

  • Experience in drafting donor reports

  • Experience in developing concept notes and strategy papers

  • Experience in managing audits and compliance risks

  • Experience in budget follow-ups

Technical skills and knowledge:

  • Representation skills

  • Excellent writing skills

  • MS office

  • Good analytical skills, ability to adapt

  • Good coordination and diplomacy

  • Good organization skills.

  • Capacity to work under pressure in a tense security environment

Languages: English, knowledge of a local language would be an asset (Dari or Pashtu).

SI WILL OFFER YOU

A salaried post: According to experience, starting from 1800 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem.

SOLIDARITÉS INTERNATIONAL also covers accommodation costs in the Guest House and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months spent on the mission. To these break periods, one additional rest day per month worked are granted.

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Key information about living conditions

Living conditions are quite fair in Kabul, with possible access to all essential goods and services. It should be remembered that the consumption of alcohol is forbidden in Afghanistan. The security situation can be tense, and travel is sometimes restricted, but it is possible to have a social life.

Living conditions in the field are often harsher (limited access to electricity, harsher weather conditions, isolation, etc.) with paradoxically, depending on the area, less strict security conditions.
