La Chaîne de l’Espoir is an international NGO founded in 1994. Its mission is to strengthen health systems to give everyone, especially children, the same chances of survival and development. Helping the most vulnerable children is more than an ethical obligation, it is a prerequisite for achieving the 2030 goals for children’s health and well-being.

JOB DESCRIPTION

CONTEXT

La Chaîne de l’Espoir has been working in Afghanistan since the early 2000s. In 2005, it built the French Medical Institute for Children (FMIC) in Kabul, a non-profit pediatric hospital, to provide high quality medical and surgical care for young patients. Since 2006, the Aga Khan Development Network (AKDN) has been responsible for the overall management of the FMIC, with La Chaîne de l’Espoir providing medical support and access to the most vulnerable populations. In 2016, the hospital expanded with the opening of gynecology, obstetrics and neonatology services, becoming the French Medical Institute for Mothers and Children (FMIC). Services for adults have also been developed in recent years.

The goal of La Chaîne de l’Espoir is to increase access to healthcare in particular for the most vulnerable Afghans. To do so, La Chaîne de l’Espoir:

  • Trains and supports the medical, paramedical and technical teams through short and long term volunteer missions.
  • Provides free surgical treatment at FMIC and social care for the most vulnerable children and women coming from all the 34 provinces of Afghanistan, through the “Women and Children’s House” (WCH) project.

Given the humanitarian crisis in the country and the health system being on the brink of collapse, La Chaîne de l’Espoir plans to continue its support for the most vulnerable Afghan children and women and to reinforce the training for medical staff at the FMIC.

GENERAL OBJECTIVE

Responsible to lead and manage overall clinical and non-clinical/administrative activities of Intensive Care Unit (ICU) Department

RESPONSIBILITIES DESCRIPTION

Regular responsibilities

  • Assure quality of care in ICU
  • Assure continuity of care in ICU 24 Hours a day, 7 days a week
  • Assessment of patients in life-threatening situation in FMIC
  • Daily care of critical patients in ICU
  • Inform and counselling patient’s attendants about situation of the patients
  • Supervision and monitoring of all standards applied by IPSG and quality assurance department in ICU
  • Leading ICU team and directing ICU physician to create a professional momentum, giving presentation, CME and medical sessions
  • Preparing monthly night duty roster
  • Perform night duties in ICU
  • Preparing quarterly goals and objectives
  • Monitor quality indicators in ICU
  • Supervision of all Pediatricians, Consultants, Senior Medical Officers and Medical Officers
  • Leading daily ICU rounds
  • Training and assessment of Medical Officers
  • Strictly follow the infection control measures in ICU
  • Actively participate in preparation for “Joint commission International accreditation” and “Safe Care Standards”
  • Maintain patient confidentiality and comply with all FMIC rules and regulation
  • Overall management of ICU
  • Any other assignment by direct supervisor

Periodic responsibilities

  • Participation in Ethical Committee Meetings
  • Participation in Departmental Meetings
  • Participation in clinical forums and workshops
  • Develop and monitor department goals/objective and clinical indicators
  • Develop and maintain clinical pathways and protocols
  • Prepare the estimated annual budget of the department
  • Comply with estimated volume and budget of department
  • Evaluate team members quarterly
  • Conduct Appraisals and OPPEs for department members

Other responsibilities

  • Contribute efforts to achieve Joint Commission International Accreditation mission at FMIC

EDUCATION

  • MD from a recognized University
  • Postgraduate in Pediatric Internal Medicine

WORK EXPERIENCE

  • 3-5 years’ experience in relevant field
  • Having Experience in ICU
  • Having Experience in medical management field
  • Having art and skill of ICU procedures

SKILLS REQUIRED

  • Having good knowledge in pediatric ICU
  • Performing all ICU procedures independently
  • Being capable of applying BLS, ACLS and PALS protocol in critical condition
  • Ability to work under difficult working conditions
  • Critical thinking and problem solving skills
  • Leadership skill
  • Excellent Communication and interpersonal skill in Dari, English and Pashto languages
  • Having Good computer skill specially in MS Office programs

CONDITIONS

  • 2 months full time contract as an expatriate in Kabul
  • Starting date: as soon as possible
  • Salary range: according to the CDE Salary scale
  • Monthly per diem and living allowance: 700 € net
  • R&R: 6 days every 8 weeks (ticket flights supported by CDE)
  • Housing: single room in collective accommodation provided
  • Medical coverage with 50% of employer contribution
  • Medical evacuation and repatriation insurance covered by CDE
  • Death and disability insurance covered by CDE
