International Rescue Committee (RESCUE) grundades 1933 på initiativ av Albert Einstein och är idag en internationell humanitär organisation med verksamhet i över 40 länder världen över. I slutet av 2019 öppnade RESCUE kontor i Stockholm med målet att skapa engagemang och öka kunskapen i Sverige om humanitära kriser och hur det drabbar människor samt samla in medel från allmänheten. Vi är för närvarande 12 anställda på vårt kontor på Södermalm i Stockholm och tre Face to Face insamlingsteam.

RESCUE Sverige befinner sig i en stark tillväxtfas och vi nu söker en Advocacy Manager som ska leda och utveckla vårt engagemang med offentliga och privata aktörer och bidra till RESCUE Sveriges uppdrag att öka medvetenheten om flyktingar och människor som drabbats av kris. Du kommer att ingå i ett växande team i Stockholm samt RESCUEs globala policy- och påverkansteam.

Vi söker dig som:

  • är väl förankrad på det humanitära området, både i ett nationellt och internationellt sammanhang
  • har en god förståelse för Sveriges regering, Sverige inom EU, samt Sveriges roll i världen
  • har ett gediget nätverk inom såväl den politiska sfären som civilsamhället i Sverige
  • är duktig på att bygga relationer

JOB DESCRIPTION

Job Overview:

We are looking for an Advocacy Manager who will lead and develop our engagement with public and private actors and contribute to RESCUE Sweden’s mission to raise awareness of refugees and people affected by crisis. You will be part of a growing team in Stockholm as well as RESCUE’s global policy and advocacy teams.

We are looking for a driven person who is well grounded in the humanitarian field, in both a national and international context with a good understanding of Sweden’s government, Sweden within the EU, as well as Sweden’s role in the world more broadly. You have a solid network within the political sphere as well as the civil society in Sweden and can easily create new relationships. You are strategic, analytical, results-oriented and have a good understanding of the importance of influencing and mobilizing commitment and resources to make a difference for the people we serve.

As the Swedish Advocacy Manager, you will be responsible for crafting our influence strategies using RESCUE’s programmatic and research evidence and trusted brand to increase our influence in Sweden. Your political judgement, research and writing skills make you a go-to teammate for understanding current legislative and policy trends in Sweden and the opportunities and constraints to advance our policy agendas. You contribute your fresh insights and analysis to inform RESCUE’s influence approaches, tactics, and messages and policy development.

Major Responsibilities:

  • Advocacy Strategy: Lead on an annual plan for advocacy in Sweden, collaborating with policy team globally, the Swedish leadership as well as other colleagues in the Swedish office to advance our influence objectives. Support to developing advocacy strategies for specific global policy goals.
  • Relationships: Main point of contact for the Swedish political sphere: manage existing and develop strong relationships, provide briefings, lead on submissions to government consultations and support materials for key high-level meetings and fora. Represent RESCUE externally and collaborate with peer NGOs as needed.
  • Profile and influence. Strengthen RESCUE’s credibility, profile and relationships with government ministers, advisers, parliamentarians, and other key targets to influence Swedish policies on international and humanitarian aid. Spot and deliver on external opportunities to advance IRC’s policy and influence objectives; advise on positioning and prioritization vis a vis the Swedish government.
  • Communications: Work closely with the Swedish communications team to develop messaging and relevant asks for media, as well as digital tactics to advance our policy goals and contribute to building awareness and strengthening RESCUEs brand in Sweden.
  • Legislative and Policy Tracking. Expand RESCUE’s legislative reach by tracking shifting government positions, who’s engaging on our issues, the politics around our issues. Translate policy asks into legislative/parliamentary asks. Track legislative processes & profile opportunities/events.
  • Events: Organize events on key issues in collaboration with Swedish colleagues. Work closely with the Swedish and Global Communications teams to help develop and coordinate policy and advocacy products, and public campaigns on priority themes and countries.
  • Policy Contextualization and Research: Provideresearch and insights that help increase the credibility and efficacy of our policy solutions and work closely with policy colleagues to produce advocacy briefings, reports and other products. Support team-wide advocacy research needs, developing workplans and prioritizing projects effectively.
  • Structure: Create and maintain internal systems, including contact database, diaries of upcoming events and opportunities. Monitor and record impact with the Government and Parliament. Provide updates and information on policy and advocacy work to assist with reporting to Senior Leadership, board members and potential donors.
  • Donor liaison: The Advocacy Manager is also expected to be an active participant in the Swedish donor engagement strategy working group, with the goal of supporting relations with SIDA.
  • Any other tasks appropriate to the role.

Position reports to: The Sweden Executive Director and the Senior Director Policy & Advocacy Europe.

Internal contacts: The RESCUE Sweden team. Policy and Advocacy colleagues across the globe, Awards Management Unit, Communications, Technical Excellence leads, International Programs leads, Resettlement, Asylum and Integration unit, President’s Office, External Relations Department.

External contacts: Key Opinion Formers and policy makers in Sweden and humanitarian sector representatives.

Job Requirements:

Education:

  • Degree in relevant field such as Public Policy, Law or International Relations

Work experience:

  • Demonstrated experience in policy and advocacy research
  • Minimum 8 years of experience working on complex humanitarian and/or development issues

Demonstrated skills and competencies:

  • Experience networking in humanitarian and development sectors
  • Documented understanding of relevant Swedish government departments and parliamentary bodies, and familiar with leverage points within these institutions that can be targeted to achieve policy change objectives
  • Experience of advocacy work in a relevant sector
  • Solid knowledge of humanitarian aid and refugee issues
  • A solutions-oriented mindset and ability to think creatively
  • Demonstrated ability to communicate and collaborate successfully with experts, high level decision-makers, and colleagues in the humanitarian and development fields
  • Excellent writing skills in Swedish and English and the ability to translate complex material and data into coherent, succinct communications
  • Ability to work on tight deadlines
