Since 1960, Tdh has helped build a better future for deprived children and their communities, making an impact with innovative and sustainable solutions. Active in around 40 countries, Tdh works with local and international partners to develop and implement field projects which improve the daily lives of over 4 million children and members of their communities, in the domains of health, protection and emergency relief. This engagement is financed by individual and institutional support, with administrative costs kept to a minimum.

Context :

Tdh is registered in Iraq with the No 2178598. Tdh aims to create a positive impact on children’s lives in almost 40 countries around the world, through our Health, Access to Justice, Migration and Child Protection transversal programmes.

Tdh started its operations in Iraq in December 2014, responding to needs of children and youth between the age group of 9-22 years, affected by the ISIL -driven crisis of 2014-2017. Due to high unmet needs for children, youth, and their families affected by the crisis, Tdh scaled up its interventions to 12 districts within 5 governorates (Anbar, Kirkuk, Ninewa, Baghdad & Salah al-Din), providing emergency assistance in child protection, juvenile justice, education, and WASH.

In the long-term, through its Multi-year Country Strategy 2022 – 2024 and its long term Vision for the Country Programme, Tdh plans to reinforce and expand interventions due to the persistent overwhelming needs of children, youth and families through a NEXUS approach, responding to the protracted humanitarian needs while contributing to achieving durable solutions for the most vulnerable and at-risk population groups in the sectors of Child Protection, Education, WASH and Access to Justice for children, youth and women.

As of December 2021, with its 120 staff employees, Tdh is currently implementing a 7,5 Million CHF emergency, rehabilitation, and development program across the country through its bases and offices in Baghdad, Ninewa, Salah al-Din and Kirkuk governorates, working alongside and in collaboration with local partners and national authorities. The main donors are USG, UNOCHA, ECHO, SDC, GIZ, UNICEF. The main coordination office is in Erbil with a multi-cultural, very experienced, and highly motivated team providing support, technical expertise and ensuring accountability, while working closely with the collaborators in the Regional office in Amman, Jordan, and the Head Quarters (HQ) in Lausanne, Switzerland.

Responsibilities :

The main purpose of the position is to carry out efficient HR, administrative and finance management of Tdh structure in Iraq, regarding programs and support, minimizing financial, HR and operational risks and ensuring compliance in terms of Tdh procedures and donors’ guidelines.

S/he directs and organises the administrative, HR and financial services of the operations of Iraq delegation (general accounting, administrative and budget management, HR management) in close collaboration with the other Coordinators and the Country Representative. S/he is the direct interface between Iraq delegation and the headquarters and/or field financial partners with regards to financial reporting and audit compliance to donors and local authorities.

S/he supports and validates the quality of the work done by the teams with regards to Tdh mandate, commitments, and international standards.

Specific Responsibilities :

Finance Management

Aim: Ensure that on-going financial contracts comply with internal procedures and with guidelines of financial partners/donors, as well as in compliance to national regulations where applicable.

HR Management

Aim: Equitable treatment of staff and efficient HR management in support of the programme.

Team management

Aim: Develop the team’s autonomy and performance.

Administrative and legal management

Aim: Ensure that Tdh’s presence is secure from a legal standpoint.

Compliance

Aim: Adherence to external rules and internal controls.

Profile :

Education :

Professional diploma or university degree in Finance, Accounting, or Business Administration

Experience :

At least 3 years of experience in a similar position;

Previous experience with an INGO is mandatory

Previous experience in emergency response is mandatory;

Knowledge & Skills :

  • Budget management: preparation with team, capacity to support but also to challenge, budget and financial risks analysis, budget follow up and analysis, able to propose corrective measures, etc.
  • Good knowledge of accounting principles.
  • Human resources management (recruitment, L&D, personnel management, payroll, country legal framework, taxes and legal deductions, staff professional development).
  • Experience in dealing with a diversity of institutional donors (budget designing, financial reporting, audit), knowledge of the main donors’ guidelines.

IT :

Advanced IT knowledge (hardware and software, Microsoft Office, Internet).

Knowledge in HOMERE and SAGA is an asset.

Languages :

Fluent in spoken and written English.

Knowledge of Arabic an asset.

Salary :

Expatriate contract under Swiss regulations between CHF 4’700.- and CHF 5’350.- gross /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
